Recently, during a special audit of government-invested projects, the Municipal Audit Bureau focused on the advancement of ecological landscape engineering projects, with particular attention to the implementation of factors such as project element guarantees, advancement mechanisms, and primary responsibilities, so as to accelerate and improve the efficiency of key ecological projects in Huai'an and help build a beautiful and livable city.

Attention to whether element guarantees are in place. By reviewing preliminary management materials such as feasibility study reports and land use approval documents for projects including the Huai'an Exhibition Garden of the 12th Jiangsu Provincial Garden Expo, the audit examined whether project applications meet the requirements of the Detailed Rules for the Generation and Fund Management of Municipal Government-Invested Projects in Huai'an, and whether element guarantee work such as project feasibility demonstration, land site selection, fund arrangement, and planning and design has been fully implemented, ensuring that engineering projects can "start construction as early as possible."

Attention to whether the advancement mechanism is sound. Adhering to the work orientation of "projects first, the environment is gold," the audit focused on whether relevant departments such as the Municipal Housing and Urban-Rural Development Bureau and the Transport Bureau have improved advancement mechanisms such as special project coordination meetings, joint supervision, and dynamic oversight, making every effort to turn "planning drawings" into "construction drawings" and "timetables" into "odometers." For projects with complex influencing factors that cannot be advanced, the audit recommended strengthening coordination and linkage among departments to form a strong work synergy, adopting measures such as regular coordination meetings and notifications and interviews for dynamic supervision, and effectively coordinating and resolving the difficult and blocking issues encountered during project advancement, striving to promote project progress by "clearing blockages and overcoming difficulties."

Attention to whether primary responsibilities are implemented. By reviewing materials such as the construction management systems and regular work meeting records of projects including the Open Connectivity Project of the Ancient Yellow River Ecological Leisure Belt, and through discussions and exchanges with project participating units, the audit investigated and understood whether the lead units of the projects have established project management bodies and set up working mechanisms such as regular supervision and problem resolution, and whether they have shouldered the mission and responsibility of "building a connected urban green vein of water and greenery." For example, in response to the issue that the Ancient Yellow River Ecological Road Landscape and Ancillary Engineering Project failed to meet the scheduled progress, it was recommended that the project lead unit conduct an in-depth analysis of the causes, come up with pragmatic measures, resolve various problems one by one, and make every effort to promote the project's "completion on schedule."
