At the meeting, Tong Xiaobo, member of the Party Leadership Group and Deputy Director of the Xianning Municipal Housing and Urban-Rural Development Bureau, reported on the relevant situation.

Tong Xiaobo stated that since the beginning of this year, the Xianning Municipal Housing and Urban-Rural Development Bureau has taken the feelings of market entities as its starting point and implemented the "1234+N" project. "1" refers to achieving a three-step leap of "enjoying without application" through "one-stop" services; "2" refers to facilitating early project commencement through "two-stage" permits; "3" refers to serving enterprises well throughout the entire process through the "three-to-the-end" mechanism; "4" refers to implementing "four-mode" acceptance inspection; and "N" refers to adopting the notification and commitment approval system for "N matters."

Through the implementation of relevant measures, in 2023, the full-cycle time for Xianning engineering construction projects from project approval to obtaining construction permits has been reduced by 10%.

It is reported that the bureau has launched four upgraded water, electricity, and gas shared service halls across the city, upgrading the "counter specialist" model to the "all-around champion" model of "one person, multiple posts; one specialty, multiple abilities," achieving "one-stop service." The linked application service for water, electricity, and gas has been advanced to the planning and site selection stage, and a "one-on-one" assistance and agency service specialist is immediately assigned after the project investment agreement is signed.

Tong Xiaobo introduced that the bureau started with optimizing the approval process and simplifying approval materials, supporting projects to separately apply for phased construction permits for foundation pit engineering or pile foundation engineering based on actual conditions, helping projects start construction as early as possible. On June 20, the bureau issued the province's first construction permit for foundation pit support engineering to the Xianning Vocational Education Center project.

In addition, the Xianning Municipal Housing and Urban-Rural Development Bureau has established the "three-to-the-end" mechanism of "one form" managed to the end, "one specialist" followed to the end, and "one window" handled to the end.

"One form" can complete the application for all approval matters in the entire process of engineering construction projects from project approval to acceptance inspection, including municipal public facility application and connection, with materials streamlined by more than 50%.

The bureau has also formed its first team of 18 full-process assistance and agency service specialists. It has established a full-process undifferentiated comprehensive service window and implemented the "parallel acceptance" model for all businesses, so that enterprises can handle all approval matters throughout the entire process at any window.

In terms of acceptance inspection, enterprises in the city can independently choose the "centralized joint acceptance inspection at the same time" or "phased and segmented acceptance inspection" model based on the actual situation of the project. At the same time, "registration upon acceptance inspection" is implemented. After receiving the joint acceptance inspection qualification opinion pushed by the comprehensive window, the real estate registration department completes the first registration of real estate within one working day.

Tong Xiaobo stated that the Xianning Municipal Housing and Urban-Rural Development Bureau adheres to the principle of "lenient entry and strict management." For matters that can be controlled in place through strengthened in-process and post-event supervision, all are changed to notification and commitment approval. The number of matters handled under the notification and commitment system has expanded to 41. A total of 572 notification and commitment approvals have been applied in 263 engineering construction projects across the city, helping enterprises reduce approval time by 20%.
