Bidding Announcement for Cooperative Investors of the Ninglang to Shangri-La Section and Hongning Branch Line Project of the National Expressway G7611 Duyun to Shangri-La Expressway

I. Project Overview

The main line of the project starts from the Dahua Mountain Tunnel near Xiaodong Village, Hongqiao Township, Ninglang County, at the Sichuan-Yunnan provincial boundary, connecting with the proposed Sichuan section of the G7611 Duxiang Expressway, passing through Hongqiao, Yangjiaping, Labo, Jiulong, and Tianshengqiao, and ends at Yisong south of Shangri-La, connecting with the Shangri-La to Lijiang section of the G0613 Xili Expressway, with a total length of approximately 181.243 kilometers. The Hongning Branch Line will be constructed simultaneously, starting from the Yangjiaping Interchange on the main line and ending north of Ninglang County Town, connecting with the under-construction Ninglang to Yongsheng Expressway, with a total length of approximately 23.786 kilometers.

Both the main line and the Hongning Branch Line will be constructed to the standard of a two-way four-lane expressway, with a design speed of 80 kilometers per hour and a subgrade width controlled at 25.5 meters.

The total length of the project is approximately 205.029 kilometers. The main line has 12 interchanges: Lugu Lake, Cuiyu, Dongpodian, Gewa, Labo, Zhuozi, Luoji, Gangou, Jiulong, Pudacuo, Tianshengqiao, and Yisong (hub). The Hongning Branch Line has 3 interchanges: Yangjiaping (hub), Hongqiao, and Ninglang North. Nine interchange connecting lines will be constructed simultaneously—Tianshengqiao (Shangri-La East), Lugu Lake, Cuiyu, Gewa, Labo, Zhuozi, Luoji, Gangou, and Jiulong—with a total length of approximately 23.86 kilometers.

The total investment of the project is approximately 51.775 billion yuan, of which the estimated investment for the Ningxiang project is 46.901 billion yuan and the estimated investment for the Hongning Branch Line is approximately 4.874 billion yuan; the construction and installation cost is approximately 41.143 billion yuan, of which 37.612 billion yuan is for the Ningxiang project and approximately 3.531 billion yuan for the Hongning Branch Line.

Scope of Bidding:The scope of this bidding is the cooperative investor for the Ninglang to Shangri-La Section and Hongning Branch Line Project of the National Expressway G7611 Duyun to Shangri-La Expressway. After winning the bid, the cooperative investor shall, in accordance with the Company Law of the People's Republic of China and other relevant laws and policy provisions and the requirements of the bidding documents, establish a project company. The project company shall, in accordance with the provisions of relevant national laws and regulations and the agreement, carry out work on fund raising, construction management, operation management, debt repayment, and asset management for the project, operate independently and be responsible for its own profits and losses, and after the expiration of the project operation period, transfer the highway (including land use rights), highway ancillary facilities, and related materials to the government or its designated receiving party free of charge in accordance with the agreement.

Lot Division:The project is divided into one lot.

Cooperation Period:The project cooperation period is 35 years, of which: the project construction period is 5 years (from the date the project obtains the construction permit or the construction permit for the advance commencement section, whichever is earlier, to the date the project passes completion acceptance); the operation period is 30 years (from the date the project passes completion acceptance and is approved for toll collection by the competent authority to the date of project transfer).

II. Obtaining of Bidding Documents

All interested bidders are requested to, from 9:00 on September 22, 2023 to 17:00 on September 28, 2023 (Beijing time, the same below), log on to the Yunnan Provincial Public Resources Trading Information Network (click to switch to "Provincial Level") and, with an enterprise digital certificate (CA), obtain the bidding documents and other bidding materials online (electronic bidding documents, format *.BZBJ). For the digital certificate (CA), please refer to its handling procedures. Enterprises that have not obtained an enterprise digital certificate (CA) need to apply for an enterprise digital certificate (CA) in accordance with the electronic authentication requirements of the Yunnan Provincial Public Resources Trading and complete registration at the Yunnan Provincial Public Resources Trading Center, after which they can obtain the bidding documents. This is the only way to obtain the bidding documents.

III. Submission of Bidding Documents

Submission of electronic bidding documents: The deadline for submission (bid closing time, the same below) is 9:00 on November 1, 2023. Bidders shall, in accordance with the requirements of the bidding documents, log on to the website of the Yunnan Provincial Public Resources Trading Center, complete the submission of all electronic bidding documents before the bid closing time, complete the electronic signature confirmation, and print the "Receipt of Uploaded Bidding Documents" to ensure successful file upload.
