Since the beginning of this year, Lincang City has closely focused on the "3815" strategic development goals of the Provincial Party Committee, made every effort to advance the reform of the engineering construction project approval system, adopted measures such as one-window acceptance, one-network processing, and one-time completion, and strived to create a first-class business environment, providing high-quality services and guarantees for the launch and commencement of key projects and major projects in Lincang City.

"One-window acceptance" simplifies complexity. The Municipal Housing and Urban-Rural Development Bureau, as the lead unit of the engineering construction project approval system reform, has strengthened coordination with 14 departments with project approval responsibilities, including the Municipal Development and Reform Commission, the Municipal Natural Resources Bureau, and the Municipal Ecology and Environment Bureau, optimized and improved the parallel approval and joint acceptance links in the four stages of engineering construction project approval—project initiation, land use planning permission, engineering construction permission, construction permission, and completion acceptance—strictly followed the requirements of "one department leading, internal circulation, parallel approval, and completion within a time limit," and earnestly implemented the reform tasks of the engineering construction project approval system in accordance with the "four unifications" requirements of unified approval process, unified information and data platform, unified approval management system, and unified supervision method. As of the end of August, the city had set up 9 "Engineering Construction Project Comprehensive Service Windows," and the windows of the Municipal and District Housing and Urban-Rural Development Bureaus stationed at the government service centers can all accept documents, conduct examination, review, sign, stamp, and issue documents.

"One-network processing" accelerates across the board. Municipal-level centralized handling has been fully achieved for administrative licensing, other administrative powers, and general public service matters involving departments. All administrative approval functions of the Municipal Housing and Urban-Rural Development Bureau have been concentrated in one internal institution (the Administrative Approval Section), and all 42 handling matters, including qualification licensing for construction enterprises and real estate enterprises, construction permits, and commercial housing pre-sale permits, have been concentrated in the Administrative Approval Section. As of the end of August, the approval window of the Municipal Housing and Urban-Rural Development Bureau stationed at the Municipal Government Service Center had completed 691 administrative approval service matters, with a completion rate of 100%. A total of 683 newly registered construction enterprises were added; 175 construction enterprises with graded qualifications were newly added, bringing the city's total to 474 construction enterprises with graded qualifications; 13 construction enterprises were newly added to the statistical database, bringing the city's total to 163 construction enterprises in the statistical database.

"One-time completion" benefits people's livelihood. The Municipal Housing and Urban-Rural Development Bureau published 17 types of approval flowcharts, mainly for building construction and municipal infrastructure projects, reduced and merged more than 20 approval matters in total, and compressed the approval links of all matters into four links: application, acceptance, review, and decision; it issued the "Service Guides and Business Manuals for 23 Government Service Matters Including Approval of Construction Enterprise Qualifications (First Batch)," reduced the documents required for the issuance of construction project construction permits from 23 to 9 and those for completion acceptance filing from 15 to 10. It adjusted downward the collection standard for "urban infrastructure supporting fees," reducing the standard for temporary buildings and brick-wood, earth-wood, and steel-frame structures by 80% compared with the previously implemented standard, further reducing construction project costs. At the same time, it fully promoted construction project guarantee insurance. Housing construction and municipal engineering projects may, according to their own circumstances, voluntarily choose any form of payment among cash, guarantee insurance, or bank guarantee, further alleviating the pressure of fund occupation on construction units. All matters of the housing and urban-rural development departments have achieved zero-cost approval. As of August, Lincang City had approved 334 engineering construction projects and 803 matters in the Yunnan Province Engineering Construction Project Approval System, implemented parallel approval for 191 matters, and completed completion acceptance for 108 projects.
