Since the beginning of this year, focusing on the goals and requirements of the "Year of Vigorous Implementation," Keqiao District has continued to set off a boom in the construction of "Thousand Projects, Trillion Yuan" projects, going all out to secure early starts, race for progress, accelerate growth, and strive for advancement, endeavoring to push project construction to new breakthroughs and new levels. On September 19, it was learned from the District Development and Reform Bureau that from January to August, the investment completion rate of "Thousand Projects, Trillion Yuan" projects in Keqiao District reached 117.6%, and the start-up rate of new projects reached 100%, both ranking first in the city.

At the construction site of the Keqiao Future Medical Center project, tower cranes stand in clusters and foundation pits are everywhere; on one side, concrete pouring operations are in full swing, while on the other, numerous engineering transport vehicles shuttle back and forth, presenting a bustling scene of construction. "At present, more than 60% of the base slab pouring work has been completed, and we plan to complete the basement roof pouring by the end of the year," introduced the on-site construction director. As of the end of August, the project had completed an annual investment of 650 million yuan, with cumulative investment reaching 1.2 billion yuan.

Major projects in transportation, healthcare, industry, water conservancy, education, energy, and other fields are running at full capacity and under intense construction, which not only demonstrates the strong resilience of Keqiao District's economic development but also injects surging momentum into the district's investment in the "Thousand Projects, Trillion Yuan" initiative. The "tens-of-billions-level" project located in the Keqiao Economic Development Zone—the Riyueguangneng New Energy Photovoltaic Cell Smart Manufacturing Project—is also one of the province's "Thousand Projects, Trillion Yuan" projects. The project achieved "signing, landing, and starting construction in the same year and the same month," setting the "Keqiao Speed." At present, the main steel structure hoisting of the cell plant has been completed, supporting electromechanical equipment is being installed, and the first phase of the project's first stage is expected to go into production in late this month.

The "Thousand Projects, Trillion Yuan" initiative refers to focusing on nine major fields—advanced manufacturing bases, strengthening the foundations of scientific and technological innovation, building a strong transportation province, ensuring clean energy supply, upgrading water networks for safety and stability, organic urban renewal, prioritizing agriculture and rural areas, integrating culture and tourism, and public livelihood facilities—rolling out and advancing more than 1,000 major provincial projects each year, with annual investment completion of more than 1 trillion yuan, providing strong support for the province's advancement of the "Two Pioneering Efforts." This year, a total of 21 projects in Keqiao District were included in the 2023 provincial "Thousand Projects, Trillion Yuan" initiative, with a planned annual investment of 8.52 billion yuan.

"In the future, the commissioning and operation of these major engineering projects will all become important 'growth poles' and strong 'drivers' for the steady and positive development of Keqiao District's economy," said a relevant person in charge of the District Development and Reform Bureau. Since the beginning of this year, Keqiao District has focused on the provincial "Thousand Projects, Trillion Yuan" projects, appropriately advanced the planning and implementation of a batch of leading and driving projects, expanded the project pool and enlarged reserves, and accelerated project landing through full-chain coordination. The number of newly started projects in the district this year reached 188. At the same time, Keqiao District has also supported project construction with factor guarantees and promoted practical results through mechanism safeguards, going all out to strengthen land support, energy matching, and funding guarantees for major tough projects, creating an atmosphere of striving courageously for excellence.

"This year is the first year of Zhejiang Province's implementation of the 'Thousand Projects, Trillion Yuan' initiative to expand effective investment, and it is crucial to fully promote the implementation of all major tasks and key projects," said a relevant person in charge of the District Development and Reform Bureau. Next, further efforts will be made to ensure guarantees for factors such as land, funding, and manpower, strengthen project tracking services, improve full-life-cycle management, and accelerate the speed and quality improvement of major projects, contributing development and reform strength to striving to build a county-level model of common prosperity and Chinese-style modernization.
