Construction permitting is a key part of the approval and construction of engineering construction projects. To promote early commencement and rapid implementation of such projects, the Yishui County Administrative Approval Service Bureau, in accordance with the citywide requirements of the action to deepen innovation and improvement of the business environment, has continued to refine the phased construction permitting mechanism, enabling project commencement procedures to advance in "small quick steps," with project start times on average more than one month earlier.

Recently, Manager Zhang of Shandong Tongyue Food Co., Ltd. visited the county Administrative Approval Service Bureau to inquire about handling the construction permit for a high-end green food project. The company stated that the project urgently needed to commence, but it had not yet obtained the construction project planning permit, and only part of the construction drawings had been completed. After learning the relevant circumstances, the approval service staff introduced the phased construction permitting policy to Manager Zhang and assisted the company in organizing application materials and uploading the application. In less than half an hour, the construction permit for the foundation pit support and earthwork excavation phase was completed.

"With the construction permit for the foundation pit support and earthwork excavation phase processed, the project can commence. Using the earthwork excavation period to handle the engineering planning and construction procedures for the remaining phases does not delay the project's commencement schedule at all, which has saved us a great deal of time and cost." The high-quality service and extremely high efficiency won high praise from Mr. Zhang.

To ensure early commencement and early implementation of engineering construction projects, the Yishui County Administrative Approval Service Bureau has continued to optimize the procedures for handling project commencement and has clarified the specific conditions and regulatory requirements for phased construction permitting. After determining the general construction contractor, the construction unit may, as needed, divide the project into phases such as "foundation pit support and earthwork excavation," "basement," and "above ±0.000" to apply for construction permits separately, thereby achieving early construction, staggered progress, uninterrupted work, and early completion.

Since the beginning of this year, the Yishui County Administrative Approval Service Bureau has, through the phased construction permitting mechanism, handled commencement procedures for 11 projects including Sanzhong Binhe Yangguang and Tongyue Food, effectively shortening project construction cycles. Next, the county Administrative Approval Service Bureau will continue to deepen reform of the engineering construction project approval system, provide enterprises and projects with more professional, efficient, and convenient services, promote early commencement and rapid implementation of engineering construction projects, and support the county's high-quality economic and social development.
