Recently, the Xiangxi Prefecture Engineering Construction Project Approval Reform Office, together with the Prefecture Housing and Urban-Rural Development Bureau and the Prefecture Administrative Approval Service Bureau, carried out the "Three Deliveries, Three Resolutions, Three Optimizations" special action, focusing on the practical problems faced in engineering construction project approval applications. By means of proactive on-site services, strengthened full-process assistance and代办 (assisted handling/agency), and accelerated training and guidance, it promoted the implementation and landing of key engineering projects.

Proactive on-site visits for efficient service. Jointly with the housing and urban-rural development and administrative approval service departments, key business backbones were carefully selected to participate, carrying out "one-on-one" proactive on-site services for more than 10 housing and municipal projects listed in the "2023 Xiangxi Autonomous Prefecture Key Construction Project Investment Plan." The focus was on sorting out project approval application processes and bottleneck and difficult points; in light of the owners' actual situations, project schedule plans were worked out in reverse, personalized approval application processes were formulated, and the best service was provided to owners in the shortest possible time.

Full-process tracking with assisted handling and agency. Giving full play to the service advantages of the engineering construction project approval reform window, and relying on the prefecture government service platform, a "assisted handling and agency" service task force was established. A "one project, one file" management model was adopted for guided projects, comprehensively sorting out projects' "individual" problems, and providing one-stop tracking services in accordance with designated personalized processes.

Strengthen training on approval applications. Training is regularly carried out for personnel of construction units in the field of engineering construction projects, guiding projects to advance implementation and landing as early as possible by means of proficient system operation, phased construction drawing review, and issuance of construction permits. Up to now, together with the Jishou City Engineering Construction Project Approval Reform Office, training and guidance have been provided cumulatively to personnel from more than 50 construction units; key projects such as the Internal Medicine Building project of Xiangxi Prefecture Hospital of Traditional Chinese Medicine, the Phase II project of the New Production Zone III of Jiugui Liquor Co., Ltd., and the Science and Engineering Practical Training Building project of Xiangxi Vocational and Technical College have successfully achieved commencement of construction through phased construction drawing review and handling of construction permits.
