Recently, 11 departments including the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Housing and Urban-Rural Development jointly issued a notice, deploying a special governance campaign targeting prominent problems in the field of engineering construction bidding and tendering. Discipline inspection and supervision organs in various localities have kept a close eye on key links such as the fulfillment of responsibilities, the operation of mechanisms, and work style and discipline, investigated and dealt with prominent problems in the field of engineering construction bidding and tendering across the entire chain, and resolutely cut off the corruption chains behind them.

Since March this year, the Hunan Provincial Commission for Discipline Inspection and Supervision, together with the Provincial Public Resource Trading Management Committee, has supervised and urged relevant units such as the Provincial Development and Reform Commission, the Public Security Department, the Housing and Urban-Rural Development Department, the Transport Department, the Water Resources Department, and the Public Resource Trading Center, as well as local Party committees and governments at all levels, to make concerted efforts around 10 key tasks, including systematically rectifying the prominent problem of government-invested engineering projects exceeding budget estimates in violation of regulations, rectifying prominent problems in project construction in the rural revitalization field, and urging functional departments to handle clues on illegal issues. They organized special inspections on the implementation of bidding and tendering systems and mechanisms, smoothed the workflow of "transfer, verification, handling, and feedback" of problem clues between the office of the Provincial Public Resource Trading Management Committee and various administrative supervision departments, established a mechanism for copying problem clues to discipline inspection and supervision organs at the same level, and investigated and publicly exposed a number of typical cases of prominent problems in bidding and tendering for engineering construction projects across the entire chain.

The Hunan Provincial Commission for Discipline Inspection and Supervision has advanced the "investigation, analysis, and rectification" work for corruption cases in the field of engineering project construction bidding and tendering, guided Changde, Zhuzhou, Loudi, Xiangtan, and other places in carrying out special actions to use cases to clarify discipline and promote rectification, and urged relevant functional departments to issue institutional norms such as the Notice on Implementing the "Double Random, One Open" Supervision Mechanism for Water Conservancy Project Bidding and Tendering and the Measures for the Administration of Bidding and Tendering of Agricultural Engineering Construction Projects in Hunan Province, striving to transform anti-corruption achievements into governance effectiveness.

During the special rectification campaign against leading cadres using their authority or influence to interfere in engineering projects for personal gain and corruption, the Guangxi Zhuang Autonomous Region Commission for Discipline Inspection and Supervision kept a close eye on important links such as decision-making and approval and bidding and tendering, accurately "profiled" leading cadres' interference in engineering projects, and kept a close watch on and investigated to the end new types of corruption and hidden corruption in key areas such as development and reform and transportation. Since the special rectification campaign began, discipline inspection and supervision organs at all levels in the autonomous region have filed 911 cases, imposed sanctions on 381 people, and transferred 81 people to procuratorial organs.

Adhering to the combination of "immediate rectification" and "long-term establishment," and deeply exploring the common problems, institutional defects, and regulatory loopholes behind individual cases, discipline inspection and supervision organs at all levels in Guangxi have issued 105 disciplinary inspection recommendation letters and supervisory recommendation letters regarding problems such as unsound and imperfect departmental systems and mechanisms found in supervision and inspection and case handling, urged the establishment and improvement of supervision and management mechanisms in the field of engineering projects, and focused on source governance in three aspects: bidding and tendering, project approval and investment management, and the exercise of power by leading cadres.

According to a responsible comrade from the relevant department of the Guangxi Zhuang Autonomous Region Commission for Discipline Inspection and Supervision, in response to prominent problems in the field of bidding and tendering, the autonomous region's commission for discipline inspection and supervision carried out special research and proposed a package of countermeasures, carried out concentrated rectification of bidding and tendering chaos, established a unified and standardized electronic trading platform for bidding and tendering across the region, and explored the implementation of remote异地 bid evaluation to provide a fair competitive environment for bidding enterprises and all parties in the market. In the first half of this year, public resource trading centers at all levels in Guangxi supported 559 remote异地 bid evaluation projects, completed more than 2,000 online "no-meeting" bid opening projects, and the proportion of full-process electronic bidding and tendering for engineering projects in housing and urban-rural development, transportation, water conservancy, and other fields in the region reached more than 90%.

In response to problems in the bidding and tendering process such as bid rigging, covert accompanying bids, open bidding with predetermined winners, and tailor-made conditions, as well as supervision difficulties such as difficulty in verification, prevention, and characterization, the Shenyang Municipal Commission for Discipline Inspection and Supervision in Liaoning Province made full use of big data supervision by leveraging the characteristics of data—strong directionality, complete and independent elements, and the ability to reflect the entire process of bidding and tendering business across all categories and with full coverage—and established a supervision model for bidding and tendering problems, covering multiple categories such as projects, bid sections, bidding, bid evaluation, and bid-winning details.

"We also referred to the key nodes in past cases where conflicts of interest and benefit transfer problems are prone to occur in bid rigging, collusive bidding, and accompanying bidding, and determined analytical models including abnormal bidding (bid-winning) situation analysis, which contains 6 major categories and 22 comparison rules. Comparisons are made from multiple dimensions such as bid-winning rate, bidding conditions for each project section, and bid document download conditions, covering risk points in the bidding and tendering process to the greatest extent." A responsible comrade from the Shenyang Municipal Commission for Discipline Inspection and Supervision introduced that, based on big data supervision, discipline inspection and supervision organs at all levels in Shenyang have adhered to a problem-oriented approach, with "office, group, and locality" linkage and cooperation, and carried out special supervision over collusive bidding problems in the bidding and tendering process. At present, a number of suspected problems have been identified and transferred to relevant departments for verification.
