To safeguard major key projects, Quanzhou City is deepening the reform of the approval system for engineering construction projects and promoting the early commencement of a series of major key projects.

Because part of the construction land for the Tonggang East Street Expressway Reconstruction Project involves forest land and agricultural land, the procedures for converting agricultural and forestry land use require a relatively long time, and the conditions for obtaining a construction permit cannot be met in the short term. In order to promote the project's commencement according to schedule and ensure that the road opens to traffic as soon as possible, the Municipal Housing and Urban-Rural Development Bureau allowed the land approval procedures to be handled under a deficiency-acceptance approach and supported the key project in adopting a method of handling construction permits by sections and phases, first issuing a construction permit for the part of the project not involving agricultural and forestry land, thereby helping the project start construction quickly. The first phase of the Xihuayang Area Municipal Road Project and the Jiangnan Area Large Garbage Transfer Station Project were both supported and rapidly advanced using this approach.

During the application for a construction permit for the seismic reinforcement and renovation project of the Engineering College Building at the Quanzhou Campus of Huaqiao University, it was found upon examination that the property ownership certificate was missing. The Municipal Housing and Urban-Rural Development Bureau communicated with the Municipal Natural Resources and Planning Bureau and the Real Estate Registration Center. Following the principles of respecting history, respecting facts, and taking proactive action, it decided to use the school's overall land certificate and the acceptance notice issued by the real estate window as lawful basis for handling the construction permit and fire protection design review permit, and issued the construction permit, enabling the project to be implemented smoothly.

The planning and design scheme for the Xihuayang Area Resettlement Housing Project had only obtained a preliminary opinion under the "multi-assessment integration" process, and the design scheme had not yet been approved, so the construction permit for the project's pile foundation work could not be handled. The housing and urban-rural development department studied the relevant provisions on "multi-assessment integration" and decided that, on the premise of not affecting modifications to the general layout, it would support the project in handling the pile foundation construction permit using the preliminary "multi-assessment integration" opinion and the qualification certificate for review of the pile foundation construction drawings. The pile foundation works of the Donghai Binhai Primary School and the pile foundation works of the Jinguang Primary School expansion were both supported using this approach, achieving rapid commencement.

It is reported that since last year, the city has handled a total of 142 pile foundation construction permits, and since the beginning of this year has implemented 60 cases of handling construction permits by sections and phases, shortening the project commencement time by an average of about 2 months.
