Since the beginning of this year, Heze's water system has accelerated the construction of key water conservancy projects, earnestly advancing work on flood control and drought relief, conservation and intensive use of water resources, urban water environment improvement, urban and rural water supply, rural water conservancy, and soil and water conservation and river-lake management. In the first half of the year, Heze completed an investment of 1.052 billion yuan in key water conservancy projects, with 6 projects fulfilling their annual construction investment targets; 137.3 kilometers of municipal combined sewer networks were upgraded, a completion rate of 92%, and 30 kilometers of sewage pipelines were newly built or reconstructed, setting a "fast pace" for water conservancy project construction.
In the first half of the year, the city dredged and cleared 14 urban rivers, cleaned more than 60,000 stormwater inlets, dredged 402 kilometers of stormwater pipelines, and built 32 kilometers of new stormwater pipelines. Water-blocking obstacles were removed from Juyang Road Ditch, Shuanghe Ditch, and Hua'an Road Ditch; 5 stormwater pumping stations were newly built or reconstructed, and the water-blocking culvert on Zhanxi Road at the high-speed railway station was reconstructed, greatly improving urban flood control capacity. A total of 55 water projects in 6 categories are planned for implementation, with an annual investment plan of 3.023 billion yuan. As of the end of July, a total investment of 1.052 billion yuan had been completed, a completion rate of 37%, and 6 projects had fulfilled their annual construction investment targets.
As of the end of July, the 2023 plan called for completing 149.08 kilometers of municipal combined sewer network upgrades; 137.3 kilometers had been completed, a completion rate of 92%, essentially completing rainwater-sewage separation upgrades at source drainage units. Thirty kilometers of sewage pipelines were newly built or reconstructed. Upgrades planned for the No. 1 Wastewater Treatment Plant in the city, the No. 1 Plant in Dingtao District, the No. 2 Plant in Shan County, the No. 1 Plant in Juye County, and the No. 1 Plant in Juancheng County have entered construction and are underway. A total of 28.9 kilometers of new water supply pipelines were built and 28.7 kilometers of old pipelines were upgraded; the "one household, one meter" conversion rate is about 46%, the leakage rate in the public water supply network area is about 7.25%, and the city's annual water supply quality inspection was completed with a compliance rate of 100%. The water-use business environment has been continuously optimized, with 4 new joint water, electricity, gas, and heating service halls added citywide, enabling real-time monitoring of water volume, pressure, quality, and other information at key water supply facilities, further improving water supply service capacity and smart water supply management.
