On July 27, 2023, the China Construction Machinery Association (hereinafter referred to as the Association) held its 2023 mid-year work meeting for branch organizations in Langfang, Hebei. The main tasks of the meeting were to study and understand the spirit of the Political Bureau of the CPC Central Committee meeting on July 24, implement and arrange the requirements of the General Office of the Ministry of Civil Affairs' "Notice on Launching the Special Action for National Industry Associations and Chambers of Commerce to Serve High-Quality Development," review and summarize the Association's work in the first half of the year, and clarify the work tasks for the second half of the year. The meeting built consensus, enhanced confidence, and laid the foundation for completing the work for the full year.

Association President Su Zimeng, Honorary President and Special Advisor Qi Jun, Advisor Li Hepeng, Secretary-General Wu Peiguo, Vice President and Chairman of the Engineering Crane Branch and Chairman of the Dual Carbon Committee Li Jianyou, Supervisor Zhai Huikun, and Deputy Secretaries-General Yan Jianguo, Wang Jinxing, Lü Ying, and Yin Xiaoli attended the meeting. More than 80 people, including relevant heads of the Association's branch organizations and representatives from the Association's departments and the exhibition company, participated in the meeting. The meeting was chaired by Deputy Secretary-General Yan Jianguo.

President Su Zimeng delivered a report titled "The Construction Machinery Industry Situation and Current Key Tasks." He led the participants in studying and understanding the spirit of the Political Bureau of the CPC Central Committee meeting on July 24 and made arrangements for the Association to implement the General Office of the Ministry of Civil Affairs' "Notice on Launching the Special Action for National Industry Associations and Chambers of Commerce to Serve High-Quality Development."

Secretary-General Wu Peiguo summarized the Association's work in the first half of the year from eleven aspects, pointed out some problems and shortcomings in the current work, and clarified the Association's main work tasks for the second half of the year.

Honorary President Qi Jun offered suggestions on the Association's development and branch management, expressing the hope to strengthen the Association's own capacity building, provide precise services to industry enterprises, and organize more effective visitors and users for BICES 2023 to attend the exhibition. He hoped that the branch organizations would leverage their unique advantages and work together to make BICES 2023 Construction Machinery Exhibition a success.

In his remarks, Vice President Li Jianyou pointed out that all Association staff should raise their political awareness, strengthen coordination, keep pace with industry development, and help the industry achieve high-quality development. He hoped everyone would continuously adjust work approaches and measures to promote coordinated efforts across all links of the industrial chain, and would continuously learn new technologies and knowledge to adapt to new requirements.

Advisor Li Hepeng put forward three suggestions for the future development of branch organizations. First, implement the guiding spirit of the Association, strive to fulfill the Association's various requirements and rules and regulations, and take industry service as the main task. Second, he hoped that members of each branch organization, especially leaders, would strengthen learning, improve their capabilities, enhance their own competence, and adapt to new situations and new requirements. Third, actively provide advice and suggestions for enterprises and give full play to the role of a bridge and bond.

Supervisor Zhai Huikun recognized and affirmed the Association's achievements in the first half of the year and hoped the Association would continue to strengthen institutional development and further provide precise services.

At the meeting, Zhang Shengjun, Deputy General Manager of Beijing Research Institute of Construction Mechanization Co., Ltd., delivered a speech on behalf of the supporting organization, extending a sincere welcome to the attending representatives.

Association Deputy Secretaries-General Yin Xiaoli, Wang Jinxing, Lü Ying, and Yan Jianguo respectively gave comprehensive summaries of the work they were responsible for in the first half of 2023, including publicity and the scientific and technological achievement exhibition area, science and technology quality standards and regulations, information statistics and economic operations, planning and development, and branch management. They analyzed the main existing problems in depth and proposed work ideas for the second half of the year centered on completing the full-year objectives and tasks.

Li Chunsheng, Assistant to the Secretary-General and Director of the Member Services Department, introduced the development of new members and the payment of membership dues in the first half of 2023, hoping everyone would continue to do a good job in member services. He also introduced the situation regarding overseas exhibitions the Association will organize participation in from 2023 to 2025 and hoped branch organizations would strengthen publicity and promotion of the exhibitions.

Sun Rui, Director of the Training Department, focused on reporting on vocational ability training evaluation, development of national vocational skill standards, preparation of training tutorials, and the Association's internal training work, and proposed ideas for the next step.

Deputy Secretary-General and General Manager of Beijing Tianshi Huagong International Exhibition Co., Ltd. Lü Ying reported and exchanged views on the preparations for BICES 2023 from six aspects: exhibitor organization and exhibition registration, thematic exhibition area layout and booth allocation in each hall, concurrent conferences and activities and preparations for a series of selections, user and professional visitor organization, exhibition publicity and reporting, and on-site operations and services for exhibitors and visitors. He also put forward requirements for the next step. Lü Ying stated that BICES 2023 is one of the Association's most important tasks this year and hoped that all Association departments and branch organizations would fully commit themselves, play a主人翁 role, and make this exhibition an industry event satisfactory to all parties.

During the meeting, branch representatives Zhang Xinong, Secretary-General of the Road Construction and Maintenance Machinery Branch; Jiang Lin, Executive Vice Chairman of the Tunneling Machinery Branch; Li Jin, Secretary-General of the Small and Medium Enterprise Service Working Committee; Shi Xiaohu, Secretary-General of the Engineering Building Materials Products Machinery Branch; Zhang Jian, Executive Deputy Secretary-General of the Engineering Crane Branch; Di Pengyuan, Secretary-General of the Dual Carbon Working Committee; Li Hongbao, Secretary-General of the Excavating Machinery Branch; Li Hanbing, Secretary-General of the Construction Machinery Leasing Branch; Zhang Hongmei, Secretary-General of the Academic Working Committee; Zhou Ping, Secretary-General of the Building Hoist Machinery Branch; Jia Xiaowen, Secretary-General of the Components Branch; and Gao Shan, Deputy Secretary-General of the Industrial Vehicle Branch, respectively reported and exchanged views on their respective work and the preparations for branch concurrent activities during BICES 2023, and also put forward their own ideas and suggestions for the next step.

The meeting reached important consensus in five areas:

First, the Political Bureau of the CPC Central Committee meeting on July 24 analyzed and studied the current economic situation and pointed out that the national economy continues to recover and is generally rebounding and improving, laying a good foundation for achieving the annual economic and social development goals. In response to new difficulties and challenges facing current economic operations, macro policy regulation has been intensified, boosting the confidence of all Association staff and the broad member enterprises in the industry. The meeting deployed a series of policy measures, including expanding domestic demand, stimulating consumption, adjusting and optimizing real estate policies, continuing to implement a proactive fiscal policy and a prudent monetary policy, stabilizing the fundamentals of foreign trade and foreign investment, vigorously promoting the construction of a modern industrial system, effectively preventing and resolving local debt risks, adhering to the "two unswervinglys," actively stabilizing employment, invigorating the capital market and boosting investor confidence, and maintaining the basic stability of the RMB exchange rate at a reasonable and balanced level. These measures will benefit the construction machinery industry. We must unify our thinking and actions with the decisions and arrangements of the CPC Central Committee, fully implement the spirit of the Political Bureau of the CPC Central Committee meeting, and promote new achievements in high-quality industry development with a new outlook and new actions.

Second, the "Notice on Launching the Special Action for National Industry Associations and Chambers of Commerce to Serve High-Quality Development" issued by the General Office of the Ministry of Civil Affairs is an important measure to thoroughly implement the spirit of the 20th National Congress of the CPC and a series of major decisions and arrangements of the CPC Central Committee on economic work. It is of great significance for achieving sustained overall improvement in economic operations, promoting new breakthroughs in high-quality industry development, and serving the comprehensive construction of a modern socialist country to get off to a good start, and it also represents a high degree of trust in the Association. We must raise our political awareness, follow the key tasks of "ten batches," and carry out implementation on time in stages and steps to ensure the special action achieves practical results.

Third, in the first half of this year, the Association earnestly carried out thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and consolidated the results of inspection and rectification work. Everyone took active action and worked together. The Association's planning and implementation, statistical information, industry operation analysis, science and technology quality and standards and regulations, conferences and forums, exhibitions, publicity, and training tasks were completed well, laying a good foundation for completing the full-year objectives and tasks, and a number of excellent branch organizations and advanced models emerged. At the same time, we must also see that there are still some problems and shortcomings in the Association's current work. For branch organizations, some still need to further improve their understanding of the Association's standardized management, there is imbalance in the work carried out among branch organizations, and implementation of institutional requirements needs to be further strengthened. In the second half of the year, the Association should closely combine thematic education with Association work and industry development, continue to strengthen Party building and Party conduct and clean government construction, and ensure that the Party's various principles and policies are effectively implemented in the Association. At the same time, strengthen scientific management, and on the basis of consolidating and implementing the experience and practices of the "four services"—serving the government, serving the industry, serving society, and serving member enterprises—continue to innovate service methods and approaches to contribute to high-quality industry development.

Fourth, carry out the mid-term evaluation of the "14th Five-Year Plan for the Construction Machinery Industry" (hereinafter referred to as the Plan). The Plan was released in 2021. Relevant enterprises in the industry overcame the impact of the pandemic and triple pressures and other factors, closely focused on the key tasks and development goals in the Plan, helped high-quality industry development, and achieved positive results. This year is a key year for implementing the Plan and connecting the past with the future. We should benchmark against the high-quality development goals, arrangements, and requirements clarified by the Association's Fourth Member Congress of the Sixth Session, focus on accelerating the construction of a modern construction machinery industrial system, comprehensively evaluate the completion of the goals and main tasks already clarified in the Plan, objectively evaluate the progress and results achieved in Plan implementation, summarize and refine the experience and practices of Plan implementation, deeply analyze some problems and causes that arose during Plan implementation, and continue to promote the smooth implementation of the various tasks of the industry's "14th Five-Year Plan."

Fifth, go all out to hold the Beijing BICES 2023 Construction Machinery Exhibition at a high level. Everyone agreed that, to ensure more than 1,000 exhibitors achieve good exhibition results and that broad customers and professional visitors achieve practical results in cooperation and exchange, we must do a good job in all preparatory work for the final 55-day sprint stage of the exhibition, including serving the new product launch ceremonies of exhibitors, planning the "Striving for a New Journey and Building Achievements in a New Era—Construction Machinery Scientific and Technological Innovation Achievement Exhibition Area," designing and implementing special exhibition areas including Major National Heavy Equipment, Dual Carbon, and Leasing, and organizing and implementing a series of activities such as conferences, forums, selections, and the CRCC Heavy Industry Cup Creative Design Competition. We should arrange all-round, three-dimensional publicity and reporting by major comprehensive, professional, and industry media, and invite and receive relevant leaders, broad customers, experts and scholars, and international friends. Everyone expressed that they would welcome and receive friends from all over the world with full enthusiasm, thoughtful service, and sincere friendship.

The meeting achieved the expected results. Everyone agreed that they would be courageous in taking responsibility, good at tackling difficulties, and continuously make new contributions to high-quality industry development.
