On June 13, the Housing and Urban-Rural Development Bureau of Linping District, Hangzhou, publicly released the "Reply to Proposal No. 013183 of the First Session of the Third Linping District CPPCC," responding to the "Proposal on Extending Ningqiao Avenue East to the Second Canal Channel."
The reply noted that the Ningqiao Avenue (Donghu Road–Second Canal Channel) project has been included in Linping District's list of key reserve projects for accelerating the construction of a demonstration zone for a strong transportation country.
Because the Shanghai–Zhapu–Hangzhou Railway alignment runs along Ningqiao Avenue, the project is planned to be implemented concurrently with the Shanghai–Zhapu–Hangzhou Railway, starting in 2027 and completing in 2028.
According to the railway department's schedule, the Shanghai–Zhapu–Hangzhou Railway will complete preliminary design and other work within the year, with construction planned to start in 2024 and a construction period of four years. The total estimated investment in the Shanghai–Zhapu–Hangzhou Railway is 67.18 billion yuan, of which about 800 million yuan is to be borne by Linping District.

As the alignment of the Shanghai–Zhapu–Hangzhou Railway has been basically determined, the section passing through the Linping urban area will basically follow Ningqiao Avenue, and the Linping North High-Speed Railway Station and a complex will be built near the existing intersection of Ningqiao Avenue and Heyu Road.
Therefore, to save cost and investment and avoid duplicated construction: first, efforts will be made in the design of the Shanghai–Zhapu–Hangzhou Railway to include the land for the Ningqiao Avenue east extension project in the land application for the high-speed railway project; second, efforts will be made to include the Ningqiao Avenue east extension road within the design scope of the construction access road east of Donghu Road for the Shanghai–Zhapu–Hangzhou Railway, and to implement the Ningqiao Avenue east extension after the railway pier columns are completed.

Project Overview:
The planned Shanghai–Zhapu–Hangzhou Railway starts from Shanghai East Station and runs via Pudong, Fengxian, Jinshan, Haiyan and Pinghu in Zhejiang, Jiaxing urban area, Tongxiang, Linping and Yuhang to Hangzhou West Station. It is an important branch of the coastal corridor in the national high-speed railway network's "Eight Vertical and Eight Horizontal" layout and another important high-speed passenger railway corridor connecting Shanghai and Hangzhou.
The line has a total length of 192.7 kilometers, including 141.6 kilometers in Zhejiang, with a design speed of 350 kilometers per hour.
In the future, via the Shanghai–Zhapu–Hangzhou Railway, passengers can take a high-speed train from Hangzhou West Station directly to Pudong International Airport in only about one hour. It is understood that preliminary work for the Shanghai–Zhapu–Hangzhou High-Speed Railway began in June last year. At the Hangzhou conference on accelerating the construction of a demonstration city for a strong transportation country and building an international comprehensive transportation hub city held in February this year, it was clearly stated that the "Eight Signature Projects" would be implemented, including advancing the construction of the Shanghai–Zhapu–Hangzhou High-Speed Railway and related content.
