根据分析师分析指出，南非水泥每年消耗约1200万吨，其中的5%需要进口。同时根据巴基斯坦水泥生产商协会日前公布的数据，今年7月巴基斯坦出口水泥75万吨，环比增长12.5%，同比下降1%。
去年，巴基斯坦的水泥出现了质量问题，拉法基水泥公司对巴基斯坦的水泥表示质疑，担心不合格的产品出口南非，以及被用于大型基础设施项目，包括医院、政府办公楼及学校等建设。
对此，Qamar Zaman为巴基斯坦水泥的质量进行辩护，他表示，巴基斯坦水泥质量已在过去数年中有所提升，水泥生产流程达到了“很高的标准”，巴基斯坦水泥较低的价格将赋予其竞争力。
