Bidding Announcement for Section WTXTZR-1 Investor of the Suiyue Expressway to Shayang Section (Tianmen West Section) of the Wuhan-Chongqing Expressway Project

I. Project Overview

Construction Location: Tianmen City, Hubei Province

Construction Scale: The Suiyue Expressway to Shayang Section (Tianmen West Section) of the Wuhan-Chongqing Expressway (also known as the "Suiyue Expressway to Shayang Section (Tianmen West Section) of the Wuhan-Tianmen-Yichang Expressway") is planned to start near Qiwutai north of the Yuekou Industrial Park in Tianmen City, connecting with the Suiyue Expressway and linking to the Hanchuan to Tianmen Section of the Wuhan-Chongqing Expressway, with the starting chainage of K0+000. It runs westward through south Wangchang, north Jiangchang, north Jianghu, and north Duobao, and finally ends at the boundary between Tianmen and Jingmen, connecting with the Tianmen-Jingmen Boundary to Erguang Expressway Section of the Wuhan-Chongqing Expressway, with the ending chainage of K46+790. The route has a total length of 46.790 km, entirely within Tianmen City. It includes 32,830 meters of bridges (32 bridges), 1 hub interchange, 4 general interchanges, 1 service area, and 4 ramp toll stations, including 8 control bridges with a continuous length of more than 1,000 m each (excluding extra-large bridges with a main span of more than 150 m), such as the Tianmen South Extra-Large Bridge, Daiwan Extra-Large Bridge, Yangdian Extra-Large Bridge, Gudi Extra-Large Bridge, Jiangchang Extra-Large Bridge, Chaikou Extra-Large Bridge, Shuangqiao Extra-Large Bridge, and Hanbei River Extra-Large Bridge (main span 120 m continuous rigid frame). The project is proposed to adopt the standard of a two-way six-lane expressway with a design speed of 120 km/h and a subgrade width of 34.0 m. The total investment of the project is approximately 10.787 billion RMB, and the planned construction period is 36 months. Scope of Bidding: The scope of this bidding is the investor for the Suiyue Expressway to Shayang Section (Tianmen West Section) of the Wuhan-Chongqing Expressway Project (to be constructed under the franchise model). After winning the bid, the investor shall establish a project company in accordance with the Company Law of the People's Republic of China and other relevant laws and policies, and the project company shall be responsible for the entire process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management, and project handover, operating independently and bearing its own profits and losses, and shall, upon the expiration of the franchise period specified in the franchise agreement, hand over the expressway, expressway ancillary facilities, land use rights, and relevant materials in accordance with the provisions of the franchise agreement.

Section Division: This bidding is divided into 1 section, namely Section WTXTZR-1.

Planned Construction Period: 1,080 calendar days, with the planned commencement date of June 30, 2023

II. Acquisition of Bidding Documents

All intending bidders (in the case of a consortium bid, all members of the consortium) shall register on the Hubei Provincial Electronic Bidding and Tendering Trading Platform and obtain a CA digital certificate (for specific operations, please refer to "Electronic Trading Platform" — Service Guide — Trading Entity Registration Guide).

After completing the registration, please log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate from January 4, 2023 to 24:00 on January 8, 2023 (Beijing time, the same below), and download the bidding documents free of charge for the section to be bid.

III. Submission of Bids

The deadline for submission of bids is: 09:30 on March 13, 2023

Bidders shall, before the bidding deadline, log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate, select the section to be bid, and upload the encrypted electronic bid. After the bidder completes the upload of the bid, the "Electronic Trading Platform" will immediately issue an electronic receipt voucher to the bidder, and the submission time shall be based on the transmission completion time stated in the electronic receipt voucher.
