Recently, 12 departments including the Ministry of Human Resources and Social Security, the Ministry of Public Security, and the Ministry of Civil Affairs jointly issued the "Notice on Launching the 'Warm Spring for Migrant Workers' Service Campaign During the 2023 Spring Festival" (hereinafter referred to as the "Notice"), deploying a series of heartwarming measures to safeguard migrant workers' travel, employment, and income.

The "Notice" proposes that transportation, railway, and other departments should open green channels to facilitate migrant workers' bulk purchase of bus and train tickets. Transportation subsidies for out-of-town workers from poverty-stricken populations shall be implemented in accordance with regulations. Taking epidemic prevention and control requirements into overall consideration, for migrant workers who return home in concentrated numbers from working elsewhere before the festival and those who leave in concentrated numbers after the festival with confirmed jobs, transportation services such as "point-to-point" chartered buses and special trains (carriages) shall be provided as needed based on actual circumstances.

The "Notice" requires focusing on migrant workers who return home early before the festival and delay their return to work after the festival, strengthening dynamic monitoring and analysis, and enhancing employment services for migrant workers in a targeted manner. Poverty-stricken populations shall be prioritized as targets for employment assistance to help them find jobs as soon as possible. The Spring Festival holiday shall be used to survey migrant workers' willingness to receive skills training, and migrant workers shall be encouraged to participate in skills training through online and offline means according to their actual needs.

The "Notice" specifies that human resources and social security departments in all localities should guide enterprises to employ workers in accordance with laws and regulations, keep channels for migrant workers to safeguard their rights open, intensify punishment for violations, implement the long-term mechanism of "quick filing, quick mediation, quick trial, and quick resolution" for disputes over arrears of migrant workers' wages, and protect migrant workers' rights and interests such as wage remuneration. Unemployment insurance benefits shall be promptly paid to eligible migrant workers, emergency assistance and support shall be strengthened, and care and support for left-behind elderly people and children shall be well provided.

At the same time, the "Notice" requires extensive publicity of epidemic prevention and control knowledge, facilitation of migrant workers' vaccination, and proper health monitoring services for returning migrant workers.‍
