China Railway President Chen Wenjian Attends China-ASEAN Construction Industry Cooperation and Development Forum

On the morning of November 25, the China-ASEAN Construction Industry Cooperation and Development Forum and the 2022 China-ASEAN Construction Industry and High-Quality Living Environment Expo opened in Nanning, Guangxi. Ni Hong, Party Secretary and Minister of Housing and Urban-Rural Development, and Liu Ning, Party Secretary of Guangxi Zhuang Autonomous Region and Director of the Standing Committee of the Regional People's Congress, attended the opening ceremony and delivered speeches. The theme of this construction forum and expo is "Sharing New RCEP Opportunities, Creating a New Future for the Construction Industry". It fully leverages the unique geographical advantages of Guangxi, China as an important gateway for the Belt and Road Initiative and a bridgehead for opening up and cooperation with ASEAN countries, deepens exchanges and cooperation between China and ASEAN in the construction industry, and helps China's construction go global. After the opening ceremony, Chen Wenjian visited the exhibition area to view China Railway's participation and booth setup, and listened to introductions from relevant units.

Before the opening ceremony, Chen Wenjian attended the 7th President's Meeting as Vice President of the China Construction Industry Association. On the afternoon of the 25th, as one of the series of activities of the construction forum and expo, the 2020-2021 Luban Prize Award Ceremony and Industry Technology Innovation Conference was held, honoring 246 Luban Prize projects and releasing the annual top ten technological innovations. Chen Wenjian was invited to attend the conference.

China Railway had 28 projects awarded the 2020-2021 Luban Prize, fully demonstrating China Railway's construction strength. In recent years, China Railway has always kept in mind General Secretary Xi Jinping's important instruction of the "Three Transformations", adhered to the policy of "Quality First for a Century-Old Plan", continuously optimized the quality and safety supervision model, implemented comprehensive quality management at different levels and in different industries, and gradually achieved the development goal of improving quality through management and building brands through quality. During his stay in Nanning, Chen Wenjian visited China Railway Transportation to conduct research work. He listened to reports on the development strategy and planning of the investment company after the new round of reform, the achievements and highlights since the restructuring and reform of the investment company, and future work plans. He highly praised the development achievements of China Railway Transportation in recent years.

Regarding the next steps for China Railway Transportation, Chen Wenjian emphasized the need to raise the level of standing, earnestly study and implement the spirit of the 20th National Congress of the Party, deeply analyze the internal and external environment and situation facing enterprise development, and systematically plan the future development strategy of the enterprise in light of its actual conditions. It is necessary to aspire to become the "pioneer" in China Railway's expressway sector, resolutely implement the decision-making and deployment of the joint-stock company on the integration of expressway operation and management, improve the level of expressway investment and operation management, vigorously develop roadside economy, extend and complete the industrial chain in the expressway sector, and build China Railway's expressway brand. It is necessary to further enhance value creation capabilities, steadily advance major business management, and produce results and experience in the investment field. On November 25, the China Construction Industry Association held the 2020-2021 Luban Prize Award Ceremony and Industry Technology Innovation Conference during the China-ASEAN Construction Industry and High-Quality Living Environment Expo in Nanning, grandly honoring 246 Luban Prize projects and releasing the annual top ten technological innovations. 28 projects including the Shuangliao to Taonan Expressway Construction Project and the Chengdu Metro Line 7 Project built by China Railway were honored at the conference.

The "Luban Prize" was established in 1987, supervised by the Ministry of Housing and Urban-Rural Development, and organized by the China Construction Industry Association. It is the highest honor for engineering quality in China's construction industry. The award is evaluated once a year and presented every two years. The candidates are newly built projects that have been completed and put into use and whose engineering quality has reached the domestic first-class level. It has now become an important symbol of premium projects.

Recently, the 2022 IABSE Global Project and Technology Awards selection event organized by the International Association for Bridge and Structural Engineering (IABSE) concluded in Zurich, Switzerland. The Nanjing Jiangxinzhou Yangtze River Bridge, in which China Railway participated, won the "Outstanding Bridge Structure Award"; the Pingtang Grand Bridge, in which China Railway participated, won the "Outstanding Infrastructure Award"; the Shanghai-Suzhou-Nantong Yangtze River Rail-Road Bridge, designed and constructed by China Railway, the Youshui Bridge on the Zhangjiajie-Jishou-Huaihua Railway, the Guangzhou Haixin Bridge, the Pihe Main Canal Aqueduct Bridge, and the Peljesac Bridge in Croatia, in which China Railway participated, received nominations.

International Association for Bridge and Structural Engineering (IABSE)

The International Association for Bridge and Structural Engineering (IABSE) was founded in 1929 and currently has over 3,000 members from more than 100 countries and regions. It is the international civil engineering association with the most member countries and the largest professional association for bridge and structural engineering in the world, with wide influence in the bridge engineering industry. Its permanent headquarters is in Zurich, Switzerland. In 2022, about 250 projects worldwide competed for the IABSE awards, and the final jury selected 41 bridge and building projects for the final evaluation. Its purpose is to recognize the world's most famous, innovative, creative, or exciting bridge and structural engineering projects.‍

Recently, the China Construction Industry Association announced the annual top ten technological innovations. The key technology for the construction of a complex marine environment rail-road dual-purpose grand bridge, submitted by China Railway Major Bridge Engineering Group, was listed.

"Key Technology for Construction of Complex Marine Environment Rail-Road Dual-Purpose Grand Bridge" belongs to the field of civil engineering and construction technology. It has been successfully applied to China's first and the world's longest rail-road dual-purpose sea-crossing bridge, the Pingtan Strait Rail-Road Bridge, which was surveyed and designed by China Railway Major Bridge Reconnaissance & Design Institute and constructed by China Railway Major Bridge Engineering Group. The bridge is located in the Pingtan County area of Fujian Province. There are more than 300 days of strong winds above level 6 each year, with high winds and rough waves, short construction windows, and the seabed fluctuates greatly, with inclined exposed rock surfaces and dense high-strength boulders. "The harsh climatic conditions and complex hydrogeological conditions once made this place known as a 'forbidden zone for bridge construction'," said Wang Donghui, chief engineer of the Pingtan Strait Rail-Road Bridge project of China Railway Major Bridge Engineering Group.

To overcome the harsh natural environment, China Railway Major Bridge Engineering Group adopted full-hole welding manufacturing of steel truss girders during the bridge construction. The girders were fully manufactured and assembled in the factory, then transported about 1,000 kilometers by sea to the bridge site, and erected in full spans by floating cranes on site. This was the first of its kind in China, filling the technical gap in the full-span hoisting and erection of large-segment steel truss girders for cable-stayed bridges in China, and achieving a leap in steel truss bridge erection from single-piece erection to full-panel erection and then to full-span erection. Among them, the "Bridge Seagull" self-propelled double-arm luffing crane vessel, built by China Railway Major Bridge Engineering Group over three years, has a lifting capacity of 3,600 tons—equivalent to the weight of 2,400 cars—and a main hook lifting height of 110 meters—equivalent to a 39-story building. It is the double-arm crane vessel with the largest lifting capacity and the highest lifting height in China.

During the 7-year construction process, China Railway builders also pioneered the rapid construction technology of embedded composite platforms, developed technologies such as large-diameter impact drill bits and curtain grouting, mold bag cofferdams, and double-hole continuous segmental assembly bridge construction. They overcame the harsh natural environment of strong winds, strong swells, deep water, severe marine corrosion, and complex geology, broke through many restrictions of the "forbidden zone for bridge construction" in the stormy tide waters of the Taiwan Strait, innovated bridge structure design, construction techniques, engineering equipment, and operation safety assurance technologies for complex sea areas, achieved a huge leap in China's railway sea-crossing bridges from nonexistence to existence, and established a key technology system for cluster construction of bridges in complex sea areas in China.

This innovative technology has been granted 23 authorized patents (including 10 invention patents), 7 provincial and ministerial-level construction methods, 3 software copyrights, 1 monograph, 2 science and technology progress awards, and 1 BIM innovation award, with significant economic and social benefits. Through the technical appraisal organized by the Tianjin High-Tech Achievement Transformation Center, this innovative technology has reached the international leading level.‍
