Recently, the CPC Heilongjiang Provincial Committee and the Heilongjiang Provincial People's Government issued the "Heilongjiang Provincial Comprehensive Multi-dimensional Transport Network Plan Outline" (hereinafter referred to as the "Outline").

By the end of 2020, the scale of the comprehensive transport network had continued to expand: the railway operating mileage reached 6,569 km (including 995 km of high-speed railway), the total highway mileage open to traffic was 168,000 km (including 4,512 km of expressways), the navigable mileage of inland waterways was 5,495 km, the mileage of oil and gas pipelines was 4,059 km, and there were 13 civil transport airports. The network layout was further improved, and coverage and accessibility levels rose significantly. Five cities—Harbin, Qiqihar, Mudanjiang, Jiamusi, and Daqing—were connected by high-speed (rapid) rail, and 12 cities were connected by expressways. Of the 67 counties (cities), 44 had railway access, 38 had expressway access, and 24 had first-class highway access. The Harbin international aviation hub was being accelerated, becoming the international airport with the largest passenger throughput in Northeast China, and transport airports basically achieved 100-km service coverage (or a one-hour drive) for all cities (prefectures). Administrative villages had 100% hardened road access and 100% direct postal service. Major progress was made in the construction of the "three bridges and one island," the international route network of civil aviation was gradually expanded, and the level of international connectivity was greatly enhanced.

The "Outline" proposes that by 2035, the main framework of the "5 vertical, 2 horizontal, 1 border" comprehensive multi-dimensional transport network will be basically completed, forming a modern, high-quality comprehensive multi-dimensional transport network featuring domestic and international connectivity, a complete network layout, rationally matched corridors, efficient hub connections, and deep integration of various modes of transport. It will be built into an important window for opening up northward nationwide and a central hub for regional cooperation with Russia and Northeast Asia, basically forming a "123 travel transport circle" (1-hour commuting within the Harbin metropolitan area, 2-hour access within the Harbin-Changchun city cluster, and 3-hour coverage of major cities nationwide) and a "123 express freight logistics circle" (1-day delivery domestically, 2-day delivery to neighboring countries, and 3-day delivery to major global cities).

The "Outline" specifies that by 2035, the total scale of Heilongjiang Province's comprehensive multi-dimensional transport network will be approximately 230,000 km, including about 10,000 km of railways (including about 2,000 km of high-speed railway), about 37,000 km of trunk highways (including about 9,000 km of expressways), about 169,000 km of rural roads, about 5,500 km of inland waterways, and about 8,845 km of oil and gas pipelines, as well as 17 inland river ports, 23 civil transport airports, about 54 general aviation airports, and 7 postal and express delivery hubs.
