The People's Government of Henan Province, National Development and Reform Commission:

Your request for instructions on submitting the "Master Plan for Post-Disaster Recovery and Reconstruction Following the Severe Rainstorm and Flood Disasters in Zhengzhou and Other Areas of Henan Province (Draft for Review)" has been received. The reply is as follows:

1. The "Master Plan for Post-Disaster Recovery and Reconstruction Following the Severe Rainstorm and Flood Disasters in Zhengzhou and Other Areas of Henan Province" (hereinafter referred to as the "Master Plan") is approved in principle. Please organize its implementation conscientiously.

2. The implementation of the "Master Plan" shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the plenary sessions of the 19th Central Committee, thoroughly implement the important instructions of General Secretary Xi Jinping on disaster prevention, mitigation, and relief work, fully, accurately, and comprehensively implement the new development philosophy, accelerate the building of a new development pattern, vigorously carry forward the great founding spirit of the Party, uphold the principle of putting people and life first, uphold self-reliance and hard work, coordinate development and security, coordinate recovery and reconstruction with capacity improvement, take safeguarding security and improving people's livelihood as the core, follow the basic requirements of respecting nature, systematic planning, basing on the present, and looking to the long term, complete all reconstruction tasks with high standards and high quality, fully restore the production and living order in the disaster-affected areas, improve the self-development capacity of the disaster-affected areas, promote high-quality economic and social development in the disaster-affected areas, and enable the people in the disaster-affected areas to gain new development opportunities in recovery and reconstruction and advance together with the people of the whole country toward the Second Centenary Goal.

3. The People's Government of Henan Province shall take overall responsibility for the recovery and reconstruction of the disaster-affected areas, implement the "Master Plan" well, implement relevant policies, and promote development and benefit the people's livelihood. It shall, in accordance with the "Master Plan," formulate special plans for key areas of post-disaster recovery and reconstruction, strengthen organizational leadership and overall coordination, urge and guide the relevant municipal and county-level people's governments to formulate implementation plans for post-disaster recovery and reconstruction, and complete all recovery and reconstruction tasks as scheduled. Important policies, major projects, and key projects involved in the implementation of the "Master Plan" shall be submitted for approval in accordance with procedures.

4. Relevant departments of the State Council shall, according to the division of responsibilities, strengthen guidance for the post-disaster recovery and reconstruction work in the disaster-affected areas of Henan Province, give strong support in plan formulation, fund arrangement, and policy implementation, and strengthen supervision and inspection of post-disaster recovery and reconstruction funds, important materials, and project construction. The National Development and Reform Commission shall strengthen comprehensive coordination and services, closely track the progress of the implementation of the "Master Plan," and promptly report major matters to the State Council.
