Recently, the Sichuan Provincial Department of Housing and Urban-Rural Development issued the "Notice on Typical Cases (First Batch) of Systematic Governance of Prominent Problems in the Bidding Field of Housing Construction and Municipal Engineering Across the Province," covering 29 cases. The first 7 cases all involve bid rigging and collusion, with 28 entities involved in collusive bidding across 7 projects.

1. In the Bazhou District poverty alleviation relocation project, 15 entities were found to have engaged in illegal and non-compliant acts such as bid rigging, collusive bidding, and illegal subcontracting, and the case has been transferred to the procuratorate for prosecution.

2. In the Shahe Town Sewage Treatment Plant construction project of Gaoxian Shangyuan Water Investment Co., Ltd., one entity was investigated by police for collusive bidding, and its legal representative was sentenced to six months in prison.

3. In the construction bid section of the landscape greening project on both sides of the inland river at the bridgehead of Xiongzhou Bridge in Jianyang City, two entities were found to have engaged in bid rigging and collusion.

4. In the survey and design bid section of the Qionglai City area drainage improvement project, two entities paid bid bonds into the same falsely reported account.

5. In the Longhui Township nursing service facility for persons in extreme poverty (nursing home) in Weiyuan County, the quotations for 333 items in the bidding documents of two entities were identical.

6. In the rural domestic sewage treatment project in the Fujiang River Basin of Lezhi County, four bidders had identical MAC addresses, IP addresses, CPU numbers, and hard drive information.

7. In the comprehensive building construction and equipment/facilities project of Wu Zhongliang Middle School in Lezhi County, Sichuan Province, two bidders had identical MAC addresses, IP addresses, CPU numbers, and hard drive information.

In order to further advance the systematic governance of prominent problems in the engineering bidding field, consolidate the primary responsibilities of all parties, continuously enhance the legal and disciplinary awareness of relevant entities and personnel in the engineering bidding field, regulate construction market behavior, and optimize the market environment, the typical cases in the bidding field of housing construction and municipal engineering across the province are hereby notified.
