Recently, according to the Jinfeng District Development and Reform Bureau, Jinfeng District has initially sorted out 101 basic construction projects for 2022, with a total investment of 86.1 billion yuan and an annual planned investment of 21.1 billion yuan. They are mainly distributed across seven fields: "Two New and One Heavy" (new infrastructure, new urbanization, and major transportation and water conservancy projects), consumption upgrading, rural revitalization, livelihood improvement, urban renewal, digital governance, and ecological and environmental protection.

Jinfeng District insists on taking project construction as the key driving force for stabilizing growth and the main lever for adjusting the structure. It dynamically implements a major project reserve mechanism and quantifies and refines investment promotion information such as investment targets and contracted projects. Focusing on rural revitalization, basic education, headquarters economy, and modern service industries, it plans and reserves a batch of leading and landmark projects with relatively mature preliminary work and obvious radiating and driving effects. It has initially sorted out the first batch of 70 projects to start or resume construction, with a total investment of 67.9 billion yuan and an annual investment of 16.1 billion yuan, accounting for 76%, laying a solid foundation for a "good start" in the first quarter of 2022.

At the same time, Jinfeng District firmly seizes major policy opportunities such as the autonomous region's nine key industries, the "Four Rights" reform, and the "Four Major Improvement Actions." Focusing on promoting the construction of the "Four Zones"—the modern service leading zone, digital transformation pioneer zone, industry-city integration model zone, and urban-rural quality demonstration zone—it proactively communicates and connects with higher-level counterpart departments, striving to give priority to implementing projects that align with the development direction and are expected by the people in Jinfeng District. In the field of commerce and logistics, it organized applications for five urban and rural cold chain facility projects, including the Jinwang Warehousing and Processing Intelligent Trading Center; around the construction of the pioneer zone, it organized applications for 19 water area governance, ecological restoration, and environmental improvement projects, including Internet Plus urban and rural water supply and modern demonstration irrigation district construction; around new energy development, it organized applications for two green, low-carbon, and circular utilization projects, including district-wide distributed photovoltaics.

Following the laws of urban development, Jinfeng District focuses on the "Five Roads" (main and secondary roads, cycling passages, slow-traffic walkways, waterside greenways, and cultural corridors), the "Two Zones" (old residential communities and distinctive blocks), and the "One Lane" (back streets and alleys). It uses market-oriented methods, makes full and flexible use of national financial policies, strengthens government-bank-enterprise cooperation, and takes multiple measures to attract social capital to participate in urban renewal project construction, carefully creating a capital city urban living room where people can appreciate urban culture and feel an open atmosphere.

In addition, Jinfeng District sorted out the construction progress of projects in the database one by one, carried out "carpet-style" investigations of difficulties and problems, visited implementation units of industrial projects, real estate projects, and livelihood projects in batches, and coordinated and guided them, on the premise of ensuring epidemic prevention and control and safe production, to reverse the construction schedule and advance work in overlapping phases according to the construction progress plan for the remaining 40 days. For investment projects that have been completed or are progressing rapidly, it adopted "one-on-one" precise docking to guide and help improve relevant receipt and documentation materials, ensuring that the physical workload is connected with and matches the statistically recorded investment amount, objectively and truthfully reflecting the completed investment volume, and providing a solid foundation for achieving the annual target tasks.

It is reported that Jinfeng District will strengthen support, services, and guarantees for the planning and construction of major projects, improve the evaluation system and incentive measures, roll over and update the project database, closely follow the completion of annual targets, fight the fourth quarter, secure a strong finish, and complete the opening year successfully, striving for "the best results this year and a strong start next year."
