In accordance with the Environmental Protection Law of the People's Republic of China and the Environmental Impact Assessment Law of the People's Republic of China, Yangtze River Coastal Railway Group Co., Ltd. has commissioned China Railway Siyuan Survey and Design Group Co., Ltd. to take charge of preparing the Environmental Impact Report for the main bridge project of the Baishazhou Road-Rail Dual-Purpose Yangtze River Bridge on the Wuhan Hub Through Line. In accordance with the requirements of the Measures for Public Participation in Environmental Impact Assessment, the relevant information on the assessment work for this project is hereby disclosed to solicit public opinions on the project's environmental impact assessment:

I. Basic Information on the Project Name, Site and Route Selection, and Construction Content

Project name: Main Bridge Project of the Baishazhou Road-Rail Dual-Purpose Yangtze River Bridge on the Wuhan Hub Through Line

Site and route selection: This project is a river-crossing bridge included in the national Layout Plan for Yangtze River Mainline Crossing Channels (2020-2035) and is also a controlling project of the Wuhan Hub Through Line. In accordance with the requirements of the National Development and Reform Commission's Notice on Further Accelerating the Preliminary Work of the High-Speed Railway Along the Yangtze River, the Baishazhou Road-Rail Dual-Purpose Yangtze River Bridge is proposed to be the advance-start section of the Wuhan Hub Through Line. The project crosses the Yangtze River natural barrier on the upstream side of the existing Baishazhou Highway Yangtze River Bridge, passing through the Wuhan Economic and Technological Development Zone and Hongshan District of Wuhan City, Hubei Province.

Construction content: This project is a combined road-rail bridge with the highway on the upper deck and the railway on the lower deck. The railway carries four high-speed rail tracks, and the highway carries a six-lane urban road, with a total length of approximately 2.643 km. The design speed of the upper-deck highway bridge is 80 km/h; the lower-deck railway bridge operates EMU trains at a design speed of 250 km/h.

The design scheme on which the final environmental impact assessment is based shall be subject to the disclosure of the draft environmental impact report submitted for approval.

V. Methods and Channels for Submitting the Public Opinion Form

The public is requested to provide accurate personal information during the survey process, including name, occupation, education level, home or work address, and contact telephone number, so that information can be fed back as needed.

During the preparation of the draft environmental impact report, the public may submit opinions related to the environmental impact assessment to the construction unit at any time.
