Since Benxi City launched the online processing of engineering construction project approvals in February 2019, the approval system platform has run 587 projects online, with 929 approval items. The real-time sharing rate has remained at 96% or above, the number of overdue projects is zero, the proportion of items corresponding to standards is 91%, and the approval accuracy rate is 97%, all higher than the provincial average.

The full-process online processing of engineering construction project approvals aims to achieve "reduced time, reduced procedures, reduced materials, reduced trips, and reduced costs" through business collaboration and data sharing, implementing online declaration and comprehensive window acceptance for all engineering construction projects, with coordinated departments and completion within a time limit.

In February this year, Benxi City took the lead in the province in completing the connection between the engineering construction project approval system and the marketing business application system of State Grid Liaoning Electric Power Co., Ltd., and issued the "Implementation Rules of Benxi City for Further Accelerating the Approval of Power Access Projects" to improve the approval efficiency of power grid projects. Subsequently, it issued documents such as the "Implementation Plan for Regional Assessment of Engineering Construction Projects in Benxi City in 2021" to guide and urge all economic development zones to comprehensively carry out regional project assessments, while promoting the inclusion of municipal public service items such as water supply, power supply, gas supply, and heating supply into the approval system, so that the system achieves full coverage of engineering construction approval service items.

Benxi City has also continuously optimized the approval system platform, adding a scenario-based system guidance module in the municipal engineering construction approval online service hall to facilitate public operations. The module function supports 15-19 levels of drop-down menus. Applicants can click on detailed project classifications, fill in forms level by level through menu-style entry, and finally generate forms that can be printed on site and directly submitted to the system. The system's internal management platform has also established an efficiency supervision system to supervise the entire approval process of projects. When a project approaches the approval time limit, the system will automatically prompt the completion time limit, which can be seen in a timely manner by both handling personnel and supervisory personnel, ensuring that each application can be accepted, approved, and completed in a timely manner, thereby achieving zero overdue project approvals. Relying on this platform, Benxi City will continue to intensify efforts in parallel approval, joint acceptance, project planning and generation, and establish a consultation service mechanism and a joint acceptance work mechanism to further improve the approval efficiency of engineering construction projects.
