Major projects shoulder the heavy responsibility. The vitality of a city's economy is reflected by major projects as a "barometer"; whether the economy and society can achieve expected goals depends on investment and construction of major projects as a "tractor." Grasping projects means grasping development, and planning projects means planning for the future.

It is understood that another batch of major construction projects in Shenzhen has commenced construction in a concentrated manner.

Recently, the concentrated launch event for new projects starting construction in the fourth quarter of 2021 in Shenzhen was held. Wang Weizhong, Secretary of the Shenzhen Municipal Party Committee, attended the event and announced the commencement of construction.

It is learned that a total of 224 projects were included in this concentrated commencement, with a total investment of approximately 445.53 billion yuan and an annual planned investment of approximately 22.3 billion yuan, including major projects such as the Han's CNC Industrial Park, the Guoxian Technology New Display R&D and Production Base, the Fucheng Technology Industrial Park, and the TCL Advanced Semiconductor Display Industry Headquarters.

Among the newly started projects, there are 44 projects in the road traffic field, 29 projects in the industrial field, 40 projects in the social and livelihood field, and 111 projects in other fields.

Major projects refer to fixed asset investment projects that conform to Shenzhen's industrial development orientation, have a significant impact and driving role on Shenzhen's economic and social development, involve a relatively large investment scale, and are included in the annual major project plan in accordance with prescribed procedures.

The concentrated launch and commencement of major projects is an annual "routine" in Shenzhen. Under the impact of the COVID-19 pandemic, Shenzhen's investment and construction of major projects has not "slowed down"; instead, it has shown a trend of significant acceleration.

In 2020, Shenzhen organized three batches of concentrated launch events for newly started projects, with a total of 684 newly started projects, a total investment of 829.4 billion yuan, and an annual investment of 128.3 billion yuan, driving the city's fixed asset investment to 795.7 billion yuan, an increase of 8.2%, significantly higher than the national and provincial average levels.

It is currently learned that in the first three quarters of this year, Shenzhen has organized two batches of concentrated launch events for newly started projects, with a total of 463 projects started, a total investment of 591.8 billion yuan, and an annual planned investment of approximately 99.9 billion yuan.

Among them, on February 24, the concentrated launch of the first batch of 200-billion-yuan investment newly started projects in Shenzhen in 2021 and the commencement of construction in the northern area of Xiangmihu were held in Xiangmihu. This is a major measure for the municipal party committee and municipal government to strive to make a good start on the new journey, and it is also an important milestone in the planning and construction of the Xiangmihu area.

The number of projects in the first batch of concentrated commencement reached 222, with substantial quality, a total investment of approximately 264.45 billion yuan, and an annual planned investment of approximately 55.79 billion yuan. Among them, there were 60 infrastructure projects, 44 social and livelihood projects, 42 industrial projects, and 15 large projects with a total investment exceeding 5 billion yuan.

Among the first batch of concentrated commencement projects, the development and construction of the Xiangmihu area is of great significance and has attracted the most attention.

After full completion, it will be equivalent to creating another central area for Shenzhen. It is learned that the planning of the northern area of Xiangmihu is led by He Jingtang, an academician of the Chinese Academy of Engineering, as the chief designer, with the concept of "one belt, one ring, one lake, one island, one center," and is designed around park landscape, water system planning, traffic planning, and other aspects. The project is positioned as a public, open, and ecological urban park plus a composite high-end conference and exchange platform, and will serve as a government affairs reception hall, an industry reception hall, and a citizens' reception hall in the future.

The Shenzhen International Exchange Center project, located in the northern area of Xiangmihu, has a planned land area of approximately 20 hectares, a total construction area of approximately 470,000 square meters, and a floor area ratio construction area of approximately 320,000 square meters. It is divided into the conference area (Phase I) and the garden conference supporting area (Phase II). The project is built beside the lake. To the east of the project is the landscape water body of Xiangmihu Park. The park landscape water body and the project are included in unified planning and construction, becoming a new urban reception hall in the park. The commencement of the Shenzhen International Exchange Center also marks that the Xiangmihu area has entered a new stage of comprehensive planning and construction.

On the morning of September 26, the concentrated commencement event for major projects in the third quarter of 2021 in Guangdong Province was held in Shenzhen. On that day, Shenzhen concentrated on the commencement of 241 major projects.

Shenzhen's 241 major projects are divided by field: 62 projects in the comprehensive transportation field, 55 projects in the urban construction field, 35 projects in the industrial development field, 72 projects in the social and livelihood field, and 17 projects in other fields. Among them, industrial projects cover Shenzhen's key industries such as electronic information, new energy vehicles, artificial intelligence, and biopharmaceuticals.

Among them, Phase III of Metro Line 8 officially started construction. The metro will extend from Yantian to Dapeng, and Dapeng is about to usher in a "new metro era." In addition to Phase III of Metro Line 8, the Xili Comprehensive Transportation Hub, the Wanghai Road Rapid Transformation Project, the Shenshan High School Park Project, and the BYD Automobile Industrial Park (Shenshan) Project also started construction at the same time.

Shenzhen is an intersection of multiple national strategies and is ushering in unprecedented major development opportunities. Major projects in various fields need to be launched faster to build the "four beams and eight pillars" supporting high-quality development.

A good project is a new growth point, and a batch of good projects is a new growth pole. Shenzhen actively promotes the construction of major projects, which is a concrete measure to implement the decisions and arrangements of the municipal party committee and municipal government, follow the policy of "ensure commissioning, ensure continuation, promote new starts, and increase fixed investment," promote the city's investment to expand scale, optimize structure, improve quality, and increase efficiency, fully leverage the key role of investment, and promote high-quality development during the "14th Five-Year Plan" period through high-quality investment.

Recently, the Shenzhen Municipal Development and Reform Commission released the progress of Shenzhen's major projects from January to September 2021. Data shows that from January to September this year, 406 municipal major construction projects completed a cumulative investment of 189.98 billion yuan, completing 82.9% of the annual investment plan.
