Cement, sand and gravel and other construction engineering raw materials entering the Guangzhou market will need to obtain a "Quality ID Card" first, adding another source safeguard for residents' housing. The reporter learned yesterday (20th) from the Guangzhou Municipal Construction Committee that Guangzhou is about to issue the "Management Measures for Quality Information Registration of Raw Materials for Ready-Mixed Concrete, Ready-Mixed Mortar and Concrete Precast Components in Guangzhou". Starting from October 1 this year, six types of raw materials, including cement, sand, crushed stone, admixtures (fly ash, slag powder, etc.) and additives, must undergo quality information registration according to regulations.

　　The "Measures" stipulate that all enterprises producing ready-mixed concrete, ready-mixed mortar and concrete precast components within the administrative region of Guangzhou must register quality information for the above six types of raw materials. Before registration, necessary technical indicator tests will be conducted on the relevant raw materials, and registration will only be granted after passing the tests. The competent authority responsible for registration is the Guangzhou Bulk Cement Management Office. Starting from January 1 next year, raw materials that have not undergone quality information registration will be prohibited from use.

　　According to the "Measures", the registered quality information includes origin, brand (trademark), grade, model, applicable standards, quantity, production date and delivery time, shelf life, product certificate, quality inspection report, instruction manual, manufacturer's production license, enterprise legal person business license, and the raw material dealer's distribution contract within the validity period, etc. If an enterprise illegally uses unregistered raw materials, or fails to conduct incoming inspection or conducts inspections irregularly, it will be recorded as bad behavior in the enterprise credit evaluation system, deducting 20 points from the credit evaluation and circulating a notice of criticism.

　　On the 20th, the Guangzhou Municipal Construction Committee specially organized the Municipal Bulk Cement Management Office, industry associations, concrete enterprises and other units to hold a meeting to solicit opinions on the "Measures". A responsible person from the Guangzhou Municipal Construction Committee stated that before the introduction of the "Measures", Guangzhou adopted a "self-check" approach by enterprises for the management of construction engineering raw materials, which was not conducive to raw material quality supervision. After the implementation of the quality information registration system, the threshold for raw materials entering the Guangzhou construction market will be raised, consolidating the quality foundation of construction projects from the source.
