The Hangzhou-Huangshan World-Class Natural Ecology and Cultural Tourism Corridor (hereinafter referred to as the "Hangzhou-Huangshan Corridor") ranks first among the four cross-regional cultural tourism corridors and development belts that the National Development and Reform Commission and the Ministry of Culture and Tourism will focus on building during the 14th Five-Year Plan period. At present, the construction plan for the Hangzhou-Huangshan Corridor is being accelerated, so as to promote higher-quality development of the corridor.

Building a cultural and leisure recreation corridor running through the Xin'an River Basin

When it comes to Hangzhou's city identity, Song Dynasty culture is perhaps its most brilliant calling card, having nourished the city for thousands of years. Huizhou culture, meanwhile, is the essence of Huangshan's culture. The two places also boast a large number of World Cultural Heritage sites and World Natural and Cultural Dual Heritage sites, including West Lake, the Grand Canal, Mount Huangshan, and Xidi-Hongcun. Therefore, strategic cooperation between the two places in culture and tourism has broad prospects.

In the future, the Hangzhou-Huangshan Corridor will take as its main task the display of regional distinctive cultures such as Southern Song culture and Huizhou culture, give full play to the leading role of various cultural heritage sites, link up famous cities, lakes, rivers, mountains, towns, villages, and streets along the route, develop cultural resources such as celebrity culture and intangible cultural heritage, accelerate the integrated development of culture, tourism, and related industries, build a cultural corridor and leisure recreation corridor running through the Xin'an River Basin, and build a brand as an international tourism destination.

In terms of ecological and environmental cooperation, the two places will improve the ecological compensation mechanism for the upper and lower reaches of the Xin'an River, ensure water ecological security, build a regional ecological environment with green mountains, clean water, and blue skies, strive to become a national highland for ecological civilization development and a world model of cross-regional ecological protection, and explore a new model of ecological compensation based mainly on cooperation in capital, industry, talent, and science and technology.

Water, land, and air corridors will all be built

At the end of 2018, the "most beautiful high-speed railway," the Hangzhou-Huangshan High-Speed Railway, was completed and opened to traffic, realizing the "linking of famous mountains and scenic waters on a single line" between Hangzhou and Huangshan. Next, the two places will also rely on the Hangzhou-Huangshan High-Speed Railway and the planned Hangzhou-Lin'an-Jixi-Huangshan Railway to build a rail transit corridor and develop high-speed rail tourism routes. Relying on the Hangzhou-Huizhou Expressway and the Qiandao Lake-Huangshan Expressway, they will improve expressway service areas, strengthen connections between expressway exits and major tourism nodes, and build an expressway corridor.

At the same time, they will open up the full-basin waterway system from the Xin'an River to the Qiantang River, develop water tourism routes, and build the Hangzhou-Huangshan water corridor; with the Anhui-Zhejiang Sky Road and the Huizhou-Hangzhou Ancient Trail as the main lines, they will optimize the ancient trail system and build a mountain corridor. In addition, they will advance the layout and construction of general aviation airports and helipads, continuously increase low-altitude tourism routes, and build an air corridor.

Exploring the "enclave economy" and jointly building industrial cooperation parks

As a leading city in the Yangtze River Delta, Hangzhou has economic advantages in e-commerce, the digital economy, cultural creativity, intelligent manufacturing, and technology finance, while Huangshan has development advantages in agriculture and leisure tourism. To this end, the two places will also strengthen industrial coordination and jointly build a green industrial belt; they will actively explore the "enclave economy" cooperation model and jointly build the Hangzhou-Huangshan Industrial Cooperation Park, so as to "extend and complete the chain" for the leading industries of the Huangshan Economic Development Zone.

Next, Anhui will also actively guide high-quality cultural and creative enterprises in Hangzhou to provide technical services for the development of Huangshan's cultural industry, fully tap high-quality cultural resources in Huangshan and Anhui Province, and jointly develop cultural and creative products with market appeal. In addition, they will build a Hangzhou-Huangshan agricultural product production and processing base, improve cold-chain logistics, and guide leading agricultural enterprises in Huangshan to open agricultural product sales outlets in Hangzhou.

Pilot trials on the "one-card" public transport system

Integrated development and cooperation in cross-regional public services will provide closer ties for the development of the Hangzhou-Huangshan Corridor. According to current considerations, the two places will in the future rely on social security cards as the carrier to establish a "one-card" resident service system, with pilot trials on the "one-card" public transport system. At the same time, they will pilot the establishment of a metropolitan area section in the Hangzhou government service app, gradually promote mobile applications in the public service field between Hangzhou and Huangshan, and provide convenience for residents of both places in areas such as travel, employment, and medical care.

Next, Anhui Province will also encourage high-quality private higher education institutions in Hangzhou to open branch campuses in Huangshan and jointly build a linkage platform for principal and teacher training. In addition, it will guide high-quality medical institutions to cooperate in running hospitals, or set up branches and dispatch renowned doctors to see patients, so as to promote the flow of high-quality medical resources, and advance the full coverage of direct settlement for outpatient medical treatment across regions.
