At a recent on-site observation meeting on the city's key projects convened by the Municipal Development and Reform Commission, it was learned that Tai'an's 17 provincial major projects have a total investment of 39.4 billion yuan, with an annual planned investment of 9.131 billion yuan; in the first half of the year, 6.574 billion yuan was completed, 72% of the annual plan. The 156 municipal key construction projects have a total investment of 123.25 billion yuan, with an annual planned investment of 34.55 billion yuan; in the first half of the year, 23.89 billion yuan was completed, 69.2% of the annual plan.

The meeting provided a panoramic review of key project construction and a comprehensive diagnosis of existing problems, and further mobilized and deployed efforts to win the tough battle of high-quality key project construction. A total of 32 key projects across the city were observed at the meeting. These projects collectively demonstrated the sound momentum of Tai'an's key project construction—"making progress while maintaining stability and improving while maintaining stability"—and displayed the characteristics of being "large, new, fast, good and high."

The 32 observed projects have a total investment of 48.32 billion yuan, with 13 key projects each involving investment of more than 1 billion yuan. Among them, the Tai'an Phase II Pumped-Storage Power Station project has a planned total investment of more than 10 billion yuan; a number of large-scale projects are advancing rapidly, including the 8-billion-yuan Shiheng Special Steel gas power generation and sintering pelletizing construction project, the 4.6-billion-yuan Taishan Cultural Tourism and Fitness Center project, and the 2.58-billion-yuan Tai'an Municipal Hospital Phase II project. The observed projects presented many highlights: there were both new emerging industry construction projects and traditional industry upgrading projects; both import-substitution technology projects and product iteration and upgrading projects; and both successful practices of "building nests to attract phoenixes" and classic cases of "vacating the cage to replace the bird." Among them, a group of leading projects—such as the high-performance carbon fiber geogrid and high-performance composite materials project—that can break technological monopolies and fill gaps in industrial chains and layout are rising rapidly.

New technologies and new business forms are constantly emerging in Tai'an's key projects. The 2-billion-yuan Taipeng Group New Materials Industrial Park project will assemble China's strongest nonwoven materials technology research team, master core industry technologies and world-leading independent innovation capabilities; the project will connect to Huawei's industrial internet, achieving production efficiency more than 20% higher than leading European and American industry players. After completion, its domestic and international market shares are expected to reach more than 50% and 20% respectively, making it the world's most influential nonwoven materials supplier. The 520-million-yuan high-performance carbon fiber geogrid and high-performance composite materials project will add polypropylene filament spunbond nonwoven production lines and other high-performance composite material production lines. Once completed and put into operation, it will enable domestic production of high-performance wide polypropylene filament geotextiles, break foreign technological monopolies and meet the needs of major national infrastructure construction projects.

High and new technologies are building up momentum for development. Project construction units are paying greater attention to technological innovation, mastering core and key technologies with independent intellectual property rights, and relying on high and new technologies to achieve breakthrough development. Among them, the Eastern New Urban Area Innovation and Entrepreneurship Center project mainly builds a high-tech industrial park integrating information technology, biomedicine and related industries. After completion and operation, it will gather more than 40 high-tech enterprises such as "little giants" and "unicorns," achieve annual operating revenue of 1 billion yuan and profits and taxes of 200 million yuan, create more than 2,000 jobs, become a model modern industrial park in the province, and make positive contributions to the district's economic development and industrial transformation and upgrading.

It is understood that the pace of major project construction in Tai'an has accelerated markedly. In the first half of the year, all key projects in Tai'an exceeded their construction progress and investment targets. The 1.3-billion-yuan Dingliang Intelligent Emergency Equipment Industrial Park project, the 230-million-yuan production base project with an annual output of 15,000 laser CNC machine tools, and the Shiheng Special Steel gas power generation and sintering pellet construction project progressed rapidly, completing 80.4%, 110% and 113.5% of their annual investment plans respectively in the first half of the year.

Since the beginning of this year, Tai'an has firmly established the concept that "to pursue development, one must pursue industry; to pursue industry, one must pursue major projects," coordinated the planning and implementation of major projects, done everything possible to expand effective investment, and achieved hard-won results in key project construction. "But we must also clearly see that problems such as insufficient depth in project planning, low quality and efficiency of newly launched projects, inadequate scheduling and supervision, and service efficiency that needs improvement still exist. We must attach great importance to them, adopt effective measures and resolve them as soon as possible," said a staff member of the Municipal Project Service Center. Next, Tai'an will continue to improve the quality of project construction, vigorously strengthen project planning and packaging, increase project promotion efforts, increase project reserve efforts, improve the "select the best and eliminate the inferior" adjustment mechanism for the key project pool, and ensure that the city's key project construction is advanced with high standards and high quality. It will adhere to the principle that factors follow projects, organize the "quality, speed and efficiency improvement" action for major project construction, increase support for factors such as approval services, land, funds, energy consumption and talent, and promote the flow of more high-quality resources to key enterprises and high-quality projects. In response to problems existing in the project construction process, it will adopt targeted policies and precise solutions, while making good use of systems such as regular supervision and scheduling of major project construction and joint meetings on key projects, fully leveraging the baton and weather vane role of assessment, and creating a strong atmosphere for advancing major project construction with "improved quality, efficiency and speed."
