It was recently learned that the Department of Ecology and Environment and the Department of Finance of Ningxia Autonomous Region have issued the 2021 rural domestic sewage treatment project plan, confirming an investment of over 854 million yuan this year to launch the construction of 93 rural domestic sewage treatment projects, which are to complete completion acceptance before August 30, 2022, covering more than 56,800 rural residents. After the projects are completed, the autonomous region's finance department will allocate 30% of the project construction subsidy funds to local governments through a "reward in place of subsidy" approach.

It is understood that the rural domestic sewage treatment projects implemented this year involve 17 counties (districts) across the region, namely Xingqing District, Xixia District, and Helan County of Yinchuan City; Dawukou District and Pingluo County of Shizuishan City; Litong District, Yanchi County, Hongsibu District, and Tongxin County of Wuzhong City; Yuanzhou District, Xiji County, Jingyuan County, Longde County, and Pengyang County of Guyuan City; and Shapotou District, Zhongning County, and Haiyuan County of Zhongwei City. According to the requirements, during the implementation of the rural domestic sewage treatment projects, each county (district) must carry out construction strictly in accordance with the approved project name, content, scale, and approved investment. Unauthorized changes to construction content and scale are strictly prohibited; where adjustments are truly necessary, they must be reported through procedures to the Department of Ecology and Environment of the Autonomous Region for approval. Project units must strictly implement their main responsibilities for budget execution and project construction, earnestly follow basic construction procedures, implement project management, financial management, and accounting systems, and consciously accept supervision by financial departments. Ecology and environment departments must carry out territorial supervision, keep abreast of progress at all times, and ensure presence on site at project commencement, during construction, and at completion, promptly identifying and urging rectification of problems.

The ecology and environment department of the autonomous region will, together with finance and audit departments, strengthen supervision and management of project funds in accordance with relevant regulations, ensure earmarked funds are used exclusively for their designated purposes, and strictly prohibit interception, misappropriation, or diversion. Other funds required for project construction must be ensured to be in place in a timely and full amount, and illegal borrowing in the name of project construction is not permitted. The Department of Ecology and Environment of the Autonomous Region will incorporate the construction and fund use of rural domestic sewage treatment projects into environmental protection inspections, carry out performance evaluations, and use the results as a basis for calculating the allocation of ecological and environmental protection funds. According to the requirements, projects that fail to undergo acceptance without justified reasons within the time limit will be deemed incomplete, the subsidy funds will be recovered, and the matter will be included in the assessment of the pollution prevention and control campaign for cities and counties.
