Foundation Engineering Network, "Foundation Engineering" Magazine News　On July 31, 2021, the review meeting for the group standard "Rotary Drilling Rig Remanufacturing" was held in Beijing. Nearly 20 industry experts attended the meeting, including Hu Jiaming, Division Chief of the China Machinery Industry Federation; Qiang Yi, Deputy Director of the Group Standard Expert Working Committee of the China Machinery Industry Federation; Liu Yuanhong, President of the Piling Machinery Branch of the Chinese Construction Machinery Society; and Guo Chuanxin, Secretary-General of the Piling Machinery Branch of the Chinese Construction Machinery Society. Together they reviewed the group standard "Rotary Drilling Rig Remanufacturing." The attending experts unanimously agreed that the development process of the group standard "Rotary Drilling Rig Remanufacturing" was rigorous, scientific, and standardized; that the standard was developed in light of domestic and international technical conditions and closely aligned with the realities of the industry; and that the overall framework and content of the standard met the drafting requirements for group standards. They also put forward suggestions for further improving the content of the standard.

With the deepening of reform and opening up and the sustained rapid development of the national economy, China's rotary drilling rig remanufacturing industry has entered a "fast lane" of development. According to incomplete statistics, the current inventory of rotary drilling rigs has exceeded 50,000 units, and in the past two years it has continued to increase at a rate of about 5,000 units per year. However, relevant enterprises do not yet have a sufficiently unified understanding of rotary drilling rig remanufacturing, their technical accumulation is relatively limited, and standards for remanufacturing processes and technologies, quality control, and qualification management are lacking, which has constrained the widespread application of rotary drilling rig remanufacturing technology and the healthy development of the rotary drilling rig remanufacturing industry. This has led to more serious consequences: because rotary drilling rigs are high-value equipment, averaging 3 million to 5 million yuan per unit, they account for a relatively high proportion of construction costs. At the same time, rotary drilling rig users are mainly small and medium-sized enterprises, which generally lack equipment maintenance and repair. Every year, more than a thousand units become unusable and can only be scrapped, representing a direct economic value of more than one billion yuan and causing enormous waste.  

Therefore, the development of the group standard "Rotary Drilling Rig Remanufacturing" has become the only way to address the industry's pain points, and it is urgent.

It is understood that this standard is based on China Machinery Industry Federation Standard [2020] No. 170, the "Notice on Issuing the 2020 Fourth Batch of China Machinery Industry Federation Group Standard Development and Revision Plan." Heshanshi Houji Engineering Machinery Co., Ltd. undertook the main drafting work, with participation from Changzhou Hongye Foundation Engineering Co., Ltd., Guangdong Haohai Heavy Industry Technology Co., Ltd., Beijing Institute of Construction Mechanization Co., Ltd., Shanghai Zoomlion Piling Machinery Co., Ltd., Beijing Sany Intelligent Manufacturing Technology Co., Ltd., Jiangsu Taixin Machinery Technology Co., Ltd., Wenzhou Yong'an Heavy Industry Technology Co., Ltd., Wuxi Taiheng Foundation Engineering Co., Ltd., Zhongyuan Machinery (Shanghai) Co., Ltd., and many other enterprises. The planned completion time was 2021.

Based on the current technical state of rotary drilling rig remanufacturing in China's industry and the specific situation of rotary drilling rig remanufacturing abroad, the drafters took into account the advanced nature of the standard while also incorporating the actual application conditions within the industry. On this basis, they prepared the first draft of the standard "Rotary Drilling Rig Remanufacturing — General Technical Requirements." On November 10–11, 2020, a working meeting on the development of the group standard "Rotary Drilling Rig Remanufacturing — General Technical Requirements" was held in Heshan, Jiangmen, Guangdong Province. The attending experts held detailed and in-depth discussions on the first draft of the standard, considered that the overall framework and content of the standard met the drafting requirements for group standards, and put forward suggestions on the details of the standard's content. After consolidation and revision, the draft standard was formed.

On December 10–11, 2020, the second working meeting on the development of the group standard "Rotary Drilling Rig Remanufacturing — General Technical Requirements" was held in Beijing. At the meeting, experts discussed the technical content of the standard. In accordance with the revision opinions put forward at the meeting, the draft was revised to form the "Rotary Drilling Rig Remanufacturing — General Technical Requirements" (Draft for Comments) and the drafting explanation.

From February 24, 2021 to March 26, 2021, public comments were widely solicited on the website of the China Machinery Industry Federation, and comments were also solicited from relevant experts in the field. After consolidating and analyzing the feedback, all comments were ultimately adopted, and the draft for comments was supplemented and revised, finally completing the draft for review and the drafting explanation.

Industry insiders pointed out that the convening of this review meeting for "Rotary Drilling Rig Remanufacturing" marks that the issuance of the group standard "Rotary Drilling Rig Remanufacturing" may be entering the countdown stage.

At present, the state attaches great importance to the development of the remanufacturing industry. Remanufacturing demonstration pilots are progressing steadily, remanufacturing laws and regulations are gradually being improved, and a series of achievements have been made in remanufacturing theory and technology research. China's remanufacturing engineering has entered a new stage of "taking the promotion of the development of the remanufacturing industry as the central content." The "Rotary Drilling Rig Remanufacturing" standard will greatly promote improving the safety and standardization of rotary drilling rig remanufacturing, meeting the development needs of the industry, and adapting to the needs of industrial development.
