In July, despite the dog days of summer across the Qianxinan region, workers at construction sites throughout the prefecture are braving the heat and scorching sun, battling high temperatures while seizing schedules and accelerating progress, presenting a scene of bustling activity.

In Zhengtun Village, Zhengtun Town, Yilong New Area, at the construction site of the Guizhou Gaoneng Environmental Protection Technology Co., Ltd. project that broke ground on July 26, excavators are roaring and bulldozers are shuttling back and forth as site leveling, foundation construction and other work proceed in an orderly manner.

On the same day, the centralized groundbreaking ceremony for Guizhou Province's 2021 major industrial projects was held. The 15 projects that broke ground at the Guizhou sub-venue cover four key industrial sectors in Guizhou, with a planned total investment of 17.1 billion yuan and a planned investment of 2.6 billion yuan this year.

The construction of major projects is a powerful engine for promoting high-quality economic development. Guizhou has consistently regarded project development as the "ballast stone" for stabilizing economic growth. During the 13th Five-Year Plan period, the entire prefecture seized the once-in-a-lifetime historical opportunity of poverty alleviation, implementing a large number of infrastructure, industrial development, livelihood improvement and social undertaking projects that shored up weaknesses, strengthened areas of deficiency, enhanced staying power and delivered long-term benefits. Fixed asset investment grew by an average of 15.5% annually, ranking first in the province for three consecutive years, driving rapid integration of economic construction into Guizhou's "golden decade" of rapid development.

Since the beginning of this year, the entire prefecture has closely followed the overall thinking of the provincial Party Committee and provincial government, deeply implemented the main tone of "two major and one high," vigorously implemented the main strategy of "strengthening the prefecture through industry," firmly grasped the "bull's nose" of project construction, and, in line with the strategic needs of high-quality development during the 14th Five-Year Plan period in Qianxinan Prefecture, deeply promoted the development of new industrialization, concentrating efforts on launching a batch of major projects with strong clustering and driving effects. By vigorously advancing major project construction and fully expanding effective investment, a new upsurge in project construction has been set off, providing strong support for the 14th Five-Year Plan to get off to a good start and make a good beginning.

The Guizhou Gaoneng Resource Comprehensive Utilization Industrial Park project is invested in and developed by Guizhou Gaoneng Environmental Protection Technology Co., Ltd., with a planned total investment of 4 billion yuan and a total construction period of five years. The project mainly builds a resource-based industrial cluster, including a metal recovery system, deep processing of primary metal products, high-end copper-based materials, semiconductor material manufacturing, and coating targets.

After the project is completed and put into operation, it can centrally treat waste from waste-generating units in the region, reduce corporate environmental risks, improve the park's investment environment, and further improve the large-scale and standardized treatment within the region of waste lead-acid batteries (waste battery cells) and waste catalysts (from the coal power and coal chemical industries), truly realizing the concept of a circular economy industrial park. It can achieve an annual output value of 10 billion yuan, annual taxes and profits of 500 million yuan, and create employment for more than 1,000 people.

According to Yang Xueke, deputy general manager of Guizhou Gaoneng Environmental Protection Technology Co., Ltd., since the investment agreement was formally signed in January this year, the project has progressed smoothly. Site leveling is expected to be completed in early to mid-August, and preparations for main construction are steadily underway. After obtaining the relevant procedures, the company is confident that it can complete the main construction with high standards, high efficiency and high quality in about ten months and put the project into operation as soon as possible.

On the day of the groundbreaking ceremony, at the construction site of the Xintun wind power project in Wangmo County, large machinery was performing its duties in construction operations, creating a lively scene.

Wangmo County is richly endowed with resources, and fully utilizing existing resources to vigorously develop the new energy industry is of great significance for taking the path of green ecological development. The Xintun wind farm project in Wangmo County is a key project for the county's 14th Five-Year Plan opening. The project construction sites cover Xintun Subdistrict, Dayi Town, Lewang Town and Jiaona Town, with a total investment of 570 million yuan, a construction period of 18 months, and an installed capacity of 80 megawatts. It is planned to use 27 wind turbine units with a single-unit capacity of 3 megawatts, along with one supporting 110 kV booster station.

The project is the wind power project with the largest single-unit installed capacity in the province, opening a new chapter in the history of wind power generation in Wangmo County, laying the foundation for the construction of Wangmo County's "million-kilowatt new energy base," and being of great significance for implementing the goals of "carbon peaking and carbon neutrality."

At the site of the newly started 300,000-ton prebaked anode project (Phase II) in Xingren City, the standard processing plant and production line project covering more than 244 mu is progressing steadily, and related ancillary facilities are under orderly construction. The project has a planned total investment of 150 million yuan. After completion and operation, it can achieve an annual output value of 500 million yuan, a profit of 60 million yuan, and create employment for more than 120 people. At the same time, it will provide raw materials for the Xingren Denggao coal-electricity-aluminum integration project, complete the aluminum industry chain, reduce corporate procurement costs, and maximize benefits; help high-quality development of electrolytic aluminum enterprises in the province, provide raw materials for electrolytic aluminum enterprises in the province, realize coordinated industrial development, and support Guizhou's implementation of new industrialization; and drive employment to consolidate poverty alleviation achievements, promote rural revitalization, and facilitate efficient linkage between poverty alleviation and rural revitalization.

New projects breed new hope, and major projects lead major development. Looking at the distribution of the major industrial projects launched in this centralized groundbreaking by county (city, new area): Xingyi City 3, Xingren City 2, Anlong County 1, Zhenfeng County 2, Pu'an County 1, Qinglong County 1, Ceheng County 2, Wangmo County 2, and Yilong New Area 1. By industry: basic materials 3, modern energy 7, specialty light industry 3, and chemical and equipment manufacturing 2.

Jin Longfang, Party secretary and director of the Prefecture Industry and Information Technology Bureau, introduced that after all 15 projects launched in this centralized groundbreaking are completed, put into operation and reach full capacity, they can add more than 30 billion yuan in output value, greatly promoting Guizhou's new industrialization development and providing strong support for achieving industrial doubling by the end of the 14th Five-Year Plan.

The newly launched industrial projects, including the Guizhou Gaoneng Resource Comprehensive Utilization Industrial Park in Yilong New Area, the Xintun wind farm in Wangmo County, and the 300,000-ton prebaked anode project in Xingren City, are a microcosm of Guizhou's promotion of a batch of major project construction, and even more a new breakthrough in Guizhou's innovative development thinking, continuously increasing fixed asset investment and industrial project investment, and driving economic growth.

From January to May this year, Guizhou took high-quality development as the overall guide, increased project planning, reserve and application efforts, and further improved various tasks for stabilizing investment. Fixed asset investment of more than 5 million yuan in the prefecture grew by 30.3% year on year, of which industrial investment grew by 22.5%, infrastructure investment by 43.0%, and road transport investment by 3.9%. Industrial investment accounted for 48.7%, and private investment accounted for 34.4%.

This year, in arranging major projects, Guizhou focused on "four modernizations" construction on the one hand, and on the other hand paid attention to increasing the proportion of industrial project investment. It initially determined 667 major projects with a total investment of 334.79 billion yuan and an annual investment target of 126.58 billion yuan. Among them are 309 provincial-level major projects with a total investment of 217.1 billion yuan and an annual investment target of 80.7 billion yuan.

According to Gao Zhenmin, Party secretary and director of the Prefecture Development and Reform Commission, Guizhou has made effective investment a powerful engine for promoting high-quality development, formulated project action plans in advance, made timely arrangements and deployments, scientifically formulated plans, strengthened factor guarantees, and promoted project construction to land as soon as possible, striving to blaze a new trail in the new era of western development through major project construction and to reserve momentum and add vitality for the economic and social development of Qianxinan Prefecture.

"We have formulated and issued working procedures for supervision of the business environment construction in Qianxinan Prefecture, clarified the functions and responsibilities of discipline inspection and supervision organs, investment promotion, public resource trading, government services, federations of industry and commerce and other departments (units) in the supervision of business environment construction, optimized the supervision and liaison mechanism, and compacted the supervision responsibilities of all supervision subjects," said a relevant person in charge of the Prefecture Commission for Discipline Inspection and Supervisory Commission.

Since 2020, discipline inspection and supervision organs at all levels throughout the prefecture have focused on prominent problems such as optimizing the business environment, implementing policies to relieve enterprises and benefit them, and damaging the business environment. They have moved supervision forward and made precise supervision, strengthened supervision to ensure policy implementation, and urged and promoted the resolution of enterprises' worries, troubles and anxieties. At present, as projects are accelerated one after another and construction sites are built with effort, across the 16,800 square kilometers of Qianxinan, the clarion call is being sounded for Qianxinan Prefecture to take new steps and open a new chapter in the first year of the 14th Five-Year Plan and promote high-quality development.
