In 2021, the city arranged a total of 166 formal municipal major projects, with an annual planned investment of 173 billion yuan, reaching the highest level in recent years; among them, 18 projects are planned to start construction within the year, and 20 projects are to be completed. Forty-seven preparatory projects were arranged. The focus is mainly on key areas such as the Yangtze River Delta Demonstration Zone, Lingang, Hongqiao, and Zhangjiang, accelerating the construction of projects in important fields such as scientific and technological innovation industries and major infrastructure, and actively advancing a batch of projects including ecological corridors, garbage and sewage disposal, culture, sports, education and health, urban safety, and efforts to shore up weak links.

In the first half of the year, municipal major projects completed an investment of 91.04 billion yuan, accounting for 52.6% of the annual plan, a year-on-year increase of 15.2%, achieving the goal of "more than half the time elapsed, more than half the investment task completed." Sixteen formal projects started construction, and seven preparatory projects, including the Caolu Branch of Changzheng Hospital, started construction ahead of schedule; four projects, including the Shanghai Pudong Football Stadium, were basically completed.

The Shuhua Road Plot 04-02 Rental Housing Project is located in the city-entry section of the Lingang Special Area, adjacent to the Shengang Avenue green belt to the south, Yejue Road to the east, Shuhua Road to the west, and Yubai Road to the north. The project has a total construction area of 68,180.3 square meters, including a floor area of 44,799.3 square meters counted toward the plot ratio and an underground total construction area of 19,675.93 square meters. Upon completion, it will consist of five residential buildings, one bus hub, and supporting street-front commercial facilities, providing 600 rental housing units and 524 motor vehicle parking spaces. It is expected to be completed in December 2022.

The Shuhua Road rental housing project includes a 2,400-square-meter bus hub. The construction plan considers the bus hub together with the residential buildings. From the perspective of facilitating travel for nearby university teachers and students as well as community residents, the bus hub, commercial outlets, and motor vehicle and non-motor vehicle parking lots are designed in an integrated manner, turning the bus hub into a composite hub.
