Recently, it was learned from a press conference held by the Information Office of the Municipal Government that, in order to thoroughly implement the work deployment of the "Project Implementation Year" of the Municipal Party Committee and the Municipal Government and make every effort to promote the high-quality development of key construction projects, the new version of the "Qingdao Municipal Measures for the Management of the Promotion of Key Project Construction" has been officially issued. The Measures consist of 8 chapters and 29 articles, including 8 parts: General Provisions, Project Reserve, Project Determination, Project Management, Project Guarantee, Project Service, Project Incentives, and Supplementary Provisions. The Measures are effective from September 1, 2021 to August 31, 2026.

In terms of project guarantee, the Measures specify the guarantee by each district and city and the responsible departments (units) for municipal key projects in terms of land, funds, talent and other factors, as well as preferential policies such as administrative and institutional fees and taxes. In terms of land, the supply of new construction land for municipal key projects shall be implemented in accordance with the project construction schedule and the requirements for economical and intensive land use, and on the principle of ensuring supply to the fullest extent possible. In terms of funds, banks are encouraged and guided to lend, and funds in various forms such as corporate bonds and venture capital and venture investment shall be directed to municipal key projects. Support shall be given to municipal key projects in applying for special financial funds at the national, provincial and municipal levels. District (city) governments and municipal relevant departments (units) responsible for allocating construction funds shall, in accordance with the project construction progress and in accordance with contracts and other agreements, promptly allocate construction funds for municipal key projects. In terms of talent, applications may be made in accordance with regulations to rent or purchase Qingdao talent housing and enjoy preferential housing policies; eligible high-level talent shall, in accordance with regulations, enjoy "green channel services" such as children's school enrollment and medical care. Employees of municipal key projects may, as a group, be registered in the unit's collective household, and relevant departments (units) shall provide full-process agency services. In terms of supporting escort, the construction of urban infrastructure and public service facilities supporting municipal key projects shall be strengthened to guarantee the supporting needs of municipal key project construction and the commissioning and use of completed projects. Comprehensive improvement of the construction sites and surrounding environments of municipal key projects shall be intensified, acts that damage or disrupt municipal key project construction shall be investigated and dealt with promptly, and relevant situations shall be promptly reported to the competent department for key projects at the same level. In terms of administrative and institutional fees and taxes, for municipal key projects involving sea use that meet the conditions for reduction or exemption of sea area use fees, the competent marine department shall, together with the finance department, reduce or exempt them in accordance with the law. For new infrastructure construction land of municipal key projects that has no operating income during the construction period, urban land use tax may be reduced or exempted in accordance with the law.

The spokesperson introduced that in the first half of this year, the commencement rate of 220 municipal key construction projects reached 99.09%, and investment completed amounted to 80.025 billion yuan, accounting for 78.27% of the annual investment plan.
