On July 21, at the site of the Zhuqiao Campus project of Shanghai Ninth People's Hospital Affiliated to Shanghai Jiao Tong University School of Medicine, Shanghai held a groundbreaking ceremony for the third batch of 29 municipal and district-level major projects in 2021. Tang Zhiping, Vice Mayor of the Shanghai Municipal People's Government, announced the simultaneous launch of these major municipal and district projects.

It is reported that a total of 29 major projects broke ground in this batch: 2 municipal-level major projects (the Zhuqiao Campus of Shanghai Ninth People's Hospital Affiliated to Shanghai Jiao Tong University School of Medicine and the rental housing project at Plot 04-02, Shuihua Road, Lingang New City) and 27 district-level major projects, involving a total investment of approximately 21.7 billion yuan and covering municipal roads, medical and health care, education, affordable housing, and other sectors.

In 2021, Shanghai has arranged a total of 166 official municipal-level major projects, with an annual planned investment of 173 billion yuan, the highest level in recent years. Among them, 18 projects are planned to start construction within the year, and 20 projects are planned to be completed. In addition, 47 preparatory projects have been arranged. The focus is mainly on key areas such as the Yangtze River Delta Demonstration Zone, Lingang, Hongqiao, and Zhangjiang, accelerating the construction of projects in important fields such as innovation-driven industries and major infrastructure, and actively advancing a batch of projects including ecological corridors, waste and sewage treatment, culture, sports, education and health, urban safety, and efforts to shore up weak links.

In the first half of the year, Shanghai completed an investment of 91.04 billion yuan in major projects, accounting for 52.6% of the annual plan, a year-on-year increase of 15.2%, achieving the goal of "more than half the time elapsed, more than half the investment task completed." Construction started on 16 official projects, including the Zhangjiang Laboratory R&D Building, and 7 preparatory projects, including the Caolu Branch of Changzheng Hospital, started ahead of schedule; 4 projects, including the Shanghai Pudong Football Stadium, were basically completed.
