The Zhugiao campus project of Shanghai Ninth People's Hospital Affiliated to Shanghai Jiao Tong University School of Medicine plans to build a new medical complex building, the National Oral Medicine Center, a research and teaching building, and related supporting facilities.

The third batch of 29 municipal and district-level major projects for 2021 held a centralized groundbreaking ceremony on the 21st, with a total investment of approximately 21.7 billion yuan. This year, Shanghai has arranged a total of 166 major official municipal engineering projects, with an annual planned investment of 173 billion yuan, reaching the highest level in recent years. Among them, 18 projects are planned to start construction within the year, 20 projects are to be completed, and 47 preparatory projects are arranged. The projects mainly focus on key areas such as the Yangtze River Delta Demonstration Zone, Lingang, Hongqiao, and Zhangjiang, accelerating the construction of projects in important fields such as innovation-driven industries and major infrastructure, and actively promoting the construction of a batch of ecological corridors, waste and sewage disposal, culture, sports, education and health, urban safety, and projects to shore up weak links.

In the first half of the year, major municipal projects completed an investment of 91.04 billion yuan, accounting for 52.6% of the annual plan, a year-on-year increase of 15.2%, achieving the goal of "more than half the time elapsed, more than half the investment task completed." Sixteen official projects, including the Zhangjiang Laboratory R&D Building, started construction; seven preparatory projects, including the Changzheng Hospital Caolu Branch, started construction ahead of schedule; and four projects, including the Shanghai Pudong Football Stadium, were basically completed.

The Road 04-02 Plot Rental Housing Project, as the first high-quality pure rental housing project in the new area, will build 600 rental housing units and is scheduled to be completed by the end of 2022.

Among the 27 district-level major projects, a notable one is the "Cloud + Intelligent Driving" Innovation Base project in Xuhang Town, Jiading District, with a first-phase investment of approximately 6 billion yuan. It is planned to deploy a high-performance cloud computing base as the infrastructure for computing power and R&D, with the upper layer oriented toward targeted R&D in the intelligent driving industry, gathering well-known domestic automakers, cloud service providers, IT service providers, and top scientific research institutions to drive the rapid growth of upstream and downstream industries.

The commercial and office project on Plot F1-E in Xinjiangwan City, Yangpu District, will combine the transfer function of a dual-subway station property development to become an urban complex integrating Grade A offices, experiential retail, high-star hotels, and a fashion theater. After completion, it will form a twin tower with the 280-meter-high tower on the adjacent F1-D plot to the west, and together with the neighboring "Sanmen Road Sky Diamond Corridor," create a new landmark for Xinjiangwan City.

In terms of municipal road projects, the newly started Luxiang Road (Poyanghu Road–Yangnan Road) road construction project starts from Poyanghu Road in Baoshan in the south, crosses G1503, and extends north to Yangnan Road, parallel to Hutai Road, with a total length of approximately 2.5 kilometers. It is planned as an urban arterial road with four express lanes and two local lanes. After completion, the project will connect Luodian Large Residential Community and Gucun Large Residential Community, strengthen connectivity among Changning, Putuo, Jiading, and Baoshan Districts, and effectively divert traffic pressure on Hutai Road.

The newly built Laiyang Road (Fangfei Road–De'ai Road) project is located in the Waigaoqiao area of Pudong New Area. It starts from De'ai Road in the south, crosses Wuzhou Avenue and Lanqiao Road to the north, and ends at Fangfei Road in the north. It is planned as a north-south urban secondary arterial road with a total length of approximately 900 meters. After completion, the project will strengthen traffic connections on both sides of Wuzhou Avenue, divert through traffic on Pudong North Road and Zhangyang North Road, and improve the service capacity of the regional road network.

Education projects mainly include the Shanghai Film Art Vocational College, located in Zhangyan Town, Jinshan District, with a total construction area of approximately 114,000 square meters. The construction content includes a film and television art teaching building, Jinshan Film and Television Training Center, student dormitories, a film and television theater, a film park, a film culture-themed block (student film training scenic area), and others. Other projects include the relocation and reconstruction project of Fengxian Zhiyuan Senior High School and the newly built primary school project on Plot G10-1 in Jiading New City.
