日前，从湖南省人民政府门户网站了解到，省工程建设项目招投标突出问题专项整治工作办公室通报了第三批严重失信行为“黑名单”，19家企业和122名个人名列其中。
此次被通报的企业、个人及评标专家，为谋取自身利益，在参与工程建设项目招投标活动中，有的相互串通投标报价围标串标，有的以行贿方式获取工程项目，有的出借或者挂靠资质，有的中标后将工程项目转包或违法分包，有的在参评中多次与某投标人或中标人存在利害关系而未主动回避。
通报指出，对这些违法违规企业、个人及评标专家，在依法给予刑事、行政等方面惩处的同时，还必须严格按照有关规定，在惩戒期限内（自发布之日起一年）采取限制其从事招投标活动、取消财政补贴资格、强化税收监控管理、提高贷款利率等措施对其实施联合惩戒，提高其违法成本。
