To use information technology to strengthen supervision of housing construction and municipal infrastructure projects, promote information sharing and business collaboration through the "Internet + supervision" model, and strive to build an efficient, unified, safe and intelligent engineering construction information management system, the Provincial Department of Housing and Urban-Rural Development recently issued the Implementation Plan for Hebei Province's Digital Engineering Construction Management System, to build a unified digital engineering construction management system and comprehensively promote high-quality development of engineering construction.

The Plan specifies that system construction shall adhere to the principles of province-wide coordinated deployment and provincial-municipal hierarchical construction, establish unified province-wide standards and rules for digital engineering construction management, improve engineering construction data exchange and sharing mechanisms, and achieve management data sharing and exchange across levels, departments and businesses. Through dynamic collection of engineering construction elements such as project sites, engineering entities, the construction market, responsible entities and personnel of all parties, construction environments, and equipment and facilities, information monitoring throughout the entire engineering construction process will be strengthened to achieve efficient management.

The digital engineering construction management system follows the basic engineering construction procedures, takes project construction as the main line, covers the three stages of preliminary preparation, construction implementation, and completion acceptance, and realizes digital and intelligent management of the entire process, all dimensions and all elements of project construction management. In the preliminary preparation stage, information on project bidding, construction drawing review, fire protection design review, and construction permits is collected. In the construction stage, it is divided into two parts: market management and site management. In terms of market management, information such as enterprise qualifications, personnel certificates, credit information, and building materials filing is collected to achieve dynamic supervision of relevant content; in terms of site management, information such as quality and safety supervision and construction dust is collected to conduct dynamic management of relevant content and ensure effective supervision. In the acceptance stage, information on completion acceptance and fire protection acceptance is collected to achieve efficient supervision of all acceptance links.

Under the premise of following unified standards and rules, construction is carried out at the provincial and municipal levels, with engineering construction data interconnected among the province, cities, districts and counties, and enterprises (sites), ultimately achieving efficient supervision at the provincial, municipal and county levels.

The provincial level is responsible for sorting out the information resource catalog for engineering construction management, compiling standards and rules for engineering construction data, and building the provincial digital engineering construction management system by December 2021; it shall urge and guide all cities to establish corresponding business management systems, achieve provincial-municipal data connection by the end of June 2022, and achieve full application of provincial and municipal systems by the end of December 2022.

Municipalities shall, in accordance with the actual construction project management business of their respective cities, build their own business management systems and achieve the basic functions of the systems by the end of June 2022. The application scope of municipal construction project management business systems shall cover the counties (cities and districts) under their jurisdiction. Qualified counties (cities and districts) may also establish digital engineering construction management systems and submit data to the provincial and municipal levels on time.

Enterprises shall build enterprise-level information systems on their own in accordance with unified province-wide data standards and rules. Enterprise management and construction site information systems shall comply with standards and specifications such as labor real-name management for construction workers, quality and safety supervision, and smart site construction, achieve the basic functions of the systems by the end of June 2022, and regularly transmit data to provincial and municipal systems.
