By 2025, Zhejiang will basically form a modern comprehensive transportation system that is smooth internally and well-connected externally, economically efficient, ubiquitous and advanced, safe and green, and holistically smart. It will complete 2 trillion yuan in comprehensive transportation investment, basically build three "one-hour-or-so transportation circles" at the provincial, municipal, and urban levels, achieve five leading advances, create 10 landmark achievements, and strive to become a leading province in transportation modernization. These are the development goals proposed in the "Zhejiang Province 14th Five-Year Plan for Comprehensive Transportation Development" (hereinafter referred to as the "Plan") released on July 2, namely "123510."

The "Plan" proposes that during the 14th Five-Year Plan period, Zhejiang Province will complete 2 trillion yuan in comprehensive transportation investment, including 400 billion yuan for railways, 460 billion yuan for rail transit, 880 billion yuan for highways, 102 billion yuan for water transport, 75 billion yuan for civil airports, 57 billion yuan for stations and hubs, and 40 billion yuan for pipelines; it will basically build three "one-hour-or-so transportation circles" at the provincial, municipal, and urban levels.

During the 14th Five-Year Plan period, Zhejiang's comprehensive transportation will achieve five leading advances in infrastructure, modern logistics, travel services, high-quality development, and holistic smart governance, providing strong support for building a moderately prosperous society in all respects at a high level. It will create 10 landmark achievements, including a world-class strong port, "Zhejiang on Rails," a 100-million-passenger-level international airport gateway, a modern highway network, cities on hubs, the "Four Ports" coordinated golden名片, a leading field for carbon peaking, a demonstration zone for transportation promoting common prosperity, a model for safe transportation construction, and a benchmark for transportation digital reform.

By 2035, Zhejiang will basically build a high-level transportation strong province, basically realize high-level transportation modernization, form a "six vertical and six horizontal" comprehensive transportation corridor and a modern metropolitan hub system centered on the Hangzhou and Ningbo (Zhoushan) international comprehensive transportation hubs and the Wenzhou and Jinhua (Yiwu) national comprehensive transportation hubs. It will fully form two "123 fast freight logistics circles" with delivery within 1 day domestically, 2 days to neighboring countries, and 3 days to major global cities, and within 1 hour in urban and rural areas, 2 hours within the province, and 3 hours to major cities in the Yangtze River Delta, providing all-round support for building the "Important Window."
