On June 24, the Longxiang shield machine of the Central Yunnan Water Diversion Project successfully crossed the Panlong River. This was the largest risk-control milestone since construction began on the Longquan inverted siphon section of the Kunyu tunnel in Section 4 of the Kunming bid of the Central Yunnan Water Diversion Project. The Longquan inverted siphon of the Central Yunnan Water Diversion Project, constructed by the Electrical and Communications Chengtong Company of China Railway No. 5 Engineering Group, has a total length of 5 kilometers. It runs beneath Fengyuan Road, a major urban arterial road in Kunming, passes through the main urban area of Kunming, and intersects perpendicularly with the Panlong River, the mother river of the Spring City, Kunming. It must pass directly beneath the Fengyuan Road Bridge over the Panlong River in a parallel and directly undercrossing manner.

To ensure a smooth crossing of the Panlong River, the Section 4 project of the Kunming section of the Central Yunnan Water Diversion Project formulated a special plan: first, a special construction plan for the shield crossing the Panlong River was prepared; second, a risk-control command room for the Panlong River crossing was established, and shield experts were invited to direct operations on site around the clock; third, a three-in-one real-time communication platform linking the underground, ground surface, and command room was established to ensure seamless coordination of work procedures; fourth, a risk-control contingency plan was formulated in advance; fifth, real-time monitoring was carried out on the piers, abutments, and deck of the river-crossing bridge, and temporary lane isolation measures were taken to reduce the load-bearing pressure on the river-crossing bridge during the shield crossing. Through the concerted efforts and round-the-clock work of all project personnel, the 80-meter shield crossing of the Panlong River was successfully completed in only 5 days.

It is understood that the successful crossing of the Panlong River risk-control milestone by the Longxiang shield machine achieved "zero pollution" of the Panlong River and ensured the water ecological safety of Kunming's mother river; achieved "zero settlement" of the river-crossing bridge and ensured the safe and smooth traffic flow of Fengyuan Road, a major urban arterial road in Kunming; and ensured that shield construction and risk control progressed in an orderly manner, ensuring that project construction was comprehensively accelerated in a scientific and orderly manner.
