The Guangzhou Niulu Reservoir Construction Project (hereinafter referred to as the "Niulu Reservoir Project") is a water source project for the Guangdong-Hong Kong-Macao Greater Bay Area and a key project of the provincial and municipal "13th Five-Year Plan," with construction beginning in August 2018. The Niulu Reservoir Project is located in Liangkou Town, Conghua, Guangzhou. The dam site is situated on the middle reaches of Niulu Water, a first-level tributary of the Liuxi River, adjacent to the Huanglongdai Reservoir. It is a water conservancy hub project focused primarily on urban water supply while also accommodating flood control and power generation. The reservoir is a Class III medium-sized reservoir.

On May 26, the Guangdong Provincial Department of Water Resources chaired the acceptance inspection of resettlement for the diversion (closure) stage of the Niulu Reservoir Project in Conghua District, Guangzhou. Representatives from the Provincial Department of Natural Resources, the Provincial Archives Bureau, the Guangzhou Municipal Government and relevant departments, the Conghua District Government and relevant departments, and the participating units in the resettlement work attended the acceptance inspection.

The acceptance committee conducted an on-site inspection of the construction of the resettlement area and the implementation of related projects, and listened to reports from the Guangzhou Municipal Government on the preliminary acceptance of resettlement, as well as work reports from the project legal person, planning and design, resettlement implementation, and supervision and evaluation units. After deliberation, the acceptance committee concluded that the resettlement work for the diversion (closure) stage of the Niulu Reservoir Project met the conditions and requirements for final acceptance, agreed to pass the acceptance, and put forward opinions and suggestions for follow-up work.
