Recently, the author visited the director of the Hongjiang City Housing and Urban-Rural Development Bureau in Hunan Province and listened to his account of measures to strengthen the legal system and build an iron wall against corruption.

　　Strengthen Political Education

　　Establish an Ideological Prevention Mechanism

　　Ideological and political education is a long-term, systematic soul project. To do a good job in ideological and political work, a series of systems must be established, such as a centralized learning system, a central group learning system, and a "monthly clean government education day" system, to ensure that ideological and political education is carried out persistently and that the world outlook, outlook on life, and values do not deviate.

　　At the same time, ideological and political education should be diverse in form and rich in content, actively mobilizing the learning enthusiasm of the broad cadres and staff, and turning forced learning into voluntary learning. For example, clean government education can be carried out through reading original works, listening to reports, discussing experiences, watching warnings, writing reflections, and holding speeches, so as to increase the interest of learning as much as possible and let everyone consciously participate in learning. Through learning, continuously improve ideological and political quality, thereby firmly building the ideological and moral defense line of cadres and staff.

　　In terms of educational methods, pay attention to three combinations:

Therefore, government operations should increase transparency. Especially for construction departments, where procedures and processes are complicated, it is even more necessary to improve the government affairs disclosure system, so that the "six elements" of service items, service procedures, service time limits, charging standards, charging basis, and service results are all made public, and "black box" operations are eliminated. Planning departments should, through forms such as establishing planning advisory committees with mass participation, planning exhibition halls, model renderings, television feature films, real-scene photos, and website announcements, publicize some important planning schemes and results and smooth feedback channels, improve the operability of planning, and increase the transparency of planning.

　　According to the "Regulations on the Administration of Public Announcement of Urban and Rural Planning", standardize the systems of pre-approval announcement and post-approval publication of urban and rural planning, pre-approval announcement and post-approval publication of construction projects, and publication of investigation and handling of illegal cases. In particular, the approved regulatory detailed planning shall not be adjusted at will. Clarify the responsibility division of superiors and subordinates, and strictly standardize business management. Each position should publicize service content, authority, procedures, and charging standards, etc., improve the reward and punishment system, and form a three-dimensional balance network in which "cadres and staff at the same level check and supervise each other, and subordinates are directly led and supervised by superiors, and within the scope of authorized responsibilities can check unreasonable demands from superiors," eliminate the industry's unhealthy tendencies of "eating, taking, demanding, and asking for favors" and "not doing things without benefits, doing things randomly with benefits," so as to achieve the purpose of curbing corruption from the source.

　　Finally, reform the project approval system. Reduce or cancel some unnecessary approval procedures and service links to reduce the links that breed corruption and standardize project approval work.

Therefore, it is necessary to continuously innovate systems, strengthen internal management, and establish a strong functional supervision mechanism.

　　Strengthen the management of the tangible construction market. Strictly implement relevant laws and regulations, and improve systems such as project transactions, contract management, quality supervision, and service charges.

　　Improve the planning scheme review system. Scientifically classify various planning schemes, formulate and improve the review methods and procedures for planning schemes at all levels, increase the transparency and scientificity of planning schemes, prevent arbitrary modification of planning schemes, and curb the occurrence of planning corruption.

　　Improve internal daily management systems and clean government systems. Strictly implement various rules and regulations, strengthen daily management, and especially strengthen the supervision and management of integrity and self-discipline. Regardless of the size of the matter, once discovered, investigate and deal with it, leave no room for various luck mentalities, and resolutely curb corruption in the bud.

　　Strictly implement the "two lines of revenue and expenditure" management. Promote the system of "separation of collection and ticket money", ensure that all charging funds are fully included in the special financial account, and implement the system of quarterly public announcement of reception expense reports and submission to the discipline inspection commission. Eliminate corruption phenomena such as sitting on revenue and expenditure, interception and misappropriation.

　　In view of the relatively large power of leading cadres, improve the supervision mechanism for matters related to leading cadres outside work. For example, strict regulations should be made on the situation of leading cadres themselves and their spouses and children engaging in business and running enterprises, to prevent leading cadres from abusing power and seeking personal gain. The systems of reporting major personal matters of leading cadres and internal audit work should also be improved. In addition, implement the family integrity responsibility system, extend the integrity and self-discipline of leading cadres from the work environment to the family environment, resolutely stop the behavior of relatives of leading cadres seeking personal gain by borrowing the authority of leading cadres, and severely curb the corruption of subordinates giving gifts to superiors and individuals giving gifts to leaders.
