Recently, it was learned from the Bozhou Municipal Housing and Urban-Rural Development Bureau that in the first quarter, the Bozhou Engineering Construction Project Approval Management System accepted a total of 466 projects and completed 304, an increase of 52% over the same period last year, with the projects involving 5,253 approval matters. The substantial increase in projects handled through the system shows that the use of the engineering construction project approval management system is becoming increasingly active, and the era of intelligent approval for engineering construction projects has arrived.

　　In recent years, focusing on the intelligent development of engineering construction project approval, Bozhou City has continuously strengthened services, paid attention to details, turned its blade inward to improve reform results, actively promoted the reform of the engineering construction project approval system, put the feelings of market entities first, and ensured more effective services.

　　Fully promote electronic licenses. In the engineering construction project approval system built by Bozhou City, all approval results such as construction project planning permits, construction project construction permits, and completion acceptance filing are issued by electronic seal, and QR code verification services are added to all electronic licenses, achieving full coverage of electronic licenses. A total of 4,555 electronic licenses have been issued so far.

　　Implement default timeout for processing. When the remaining committed processing time at each stage is less than 1 working day, the system will send an imminent timeout SMS reminder to the handling personnel and chief representative, urging timely processing. For matters that have already timed out and have not been processed, they shall be deemed to meet the application processing conditions, and the consequences arising therefrom shall be borne by the approval department and approver, thereby improving approval efficiency and the initiative and sense of responsibility of approval personnel, and effectively eliminating overdue processing.

　　Realize mobile phone query function. Bozhou City took the lead in the province in launching the approval-side APP. Competent departments can log in to the mobile terminal to query, review, and approve projects on their mobile phones. It also took the lead in completing unified identity authentication with the Wan Shi Tong APP. Enterprises can log in to the Wan Shi Tong APP to check the processing progress and results of declared matters, realizing “three at any time”. That is, processing progress can be queried at any time, processing results can be downloaded at any time, approval documents can be printed at any time, and license information can also be queried by scanning QR codes.

　　Promote full-process agency services. Comprehensive service windows in the city and all counties and districts have set up special agency windows to provide enterprises with consultation, guidance, coordination, and agency services, help enterprises understand approval requirements, and provide lists of relevant application materials, effectively solving the problem of construction units “running to multiple departments and making repeated trips”. Up to now, 7,971 agency services have been provided to 1,095 enterprises, further enhancing enterprises' sense of gain.

　　Promote 7×24-hour uninterrupted services. The approval of engineering construction projects in Bozhou City provides 7×24-hour uninterrupted services on Wan Shi Tong. Self-service processing and printing equipment has been set up in the government service center to achieve 7×24-hour uninterrupted processing.

　　Promote market entity evaluation. After each application matter is completed, market entities can evaluate the approval services of the competent department and the agency service quality of agency personnel in the approval system. In 2020, the system received a total of 358 evaluations from market entities on competent departments and 93 evaluations on agency personnel services, with a five-star praise rate of 99.99%.

　　Optimize public utility installation services. Relying on the engineering approval system and following the principle of “all that should be included must be included”, Bozhou City has incorporated all municipal public infrastructure installation matters such as water supply, power supply, gas, heating, drainage, and communications into the supervision scope of the engineering construction project approval management system, effectively shortening the access time for supporting municipal public facilities of projects.

　　Expand the extension of approval data. Bozhou City has established and improved a real-time information sharing mechanism among departments, promoted the interconnection of the commercial housing sales management system, real estate registration management system, archive acceptance management system, migrant workers' real-name management system, and project approval management system, and achieved timely data sharing. A series of considerate and precise service measures have worked together to build a solid defense line for intelligent approval of engineering construction projects.
