In 2020, facing severe and complex situations and unprecedented risks and challenges, under the strong leadership of the Shanghai Municipal Party Committee and Municipal Government, the Shanghai Municipal Transport Commission improved and enhanced the integrated comprehensive transportation system, completed the annual and "13th Five-Year Plan" goals. In 2020, there were 57 major transportation projects in Shanghai, with an investment of 61.176 billion yuan, exceeding the target by 11.2%; the Yangtze River Delta transportation integration was deepened; and Shanghai International Shipping Center was basically completed. The status of a world-class sea and air hub continues to be consolidated. A qualified answer has been submitted to the people of Shanghai.
The overall approach for Shanghai's transportation work in 2021 is: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee, thoroughly study and implement the important speech of General Secretary Xi Jinping during his inspection of Shanghai and at the celebration of the 30th anniversary of the development and opening-up of Pudong, deeply practice the important concept of "people's city built by the people, people's city for the people", fully implement the "Shanghai Plan for Building a Transportation Power", and strive to build a modern comprehensive transportation system with higher capacity, stronger functions, and better quality, ensuring a good start for Shanghai's transportation development in the "14th Five-Year Plan".
The year 2020 is a year we will never forget. The COVID-19 pandemic spread globally, and the social economy of the whole world seemed to have pressed the pause button.
The transportation industry is related to the national economy and people's livelihood. Facing the sudden pandemic, Shanghai's transportation industry, in accordance with the instructions and requirements of the Shanghai Municipal Party Committee, the Municipal Government, and the Ministry of Transport, adhered to the principle of putting life first and preventing both people and goods from spreading the virus, acted immediately upon orders, and quickly built a firewall for pandemic prevention and control; strictly guarded the "city entrance" and managed the "flow". The Shanghai Municipal Transport Commission's Pandemic Prevention and Control Leading Group was established immediately, and the Level I response to the public health emergency contingency plan for the transportation industry was activated; a joint prevention and control mechanism for the Yangtze River Delta region, city, and districts was established. International flights were diverted to Pudong Airport, and the "circuit breaker" measures for flights were strictly implemented; dedicated quarantine points for foreign ships and crew members coming to Shanghai were set up, and the crew change rules for international voyages were first released and strictly implemented, with a total of 26,000 crew changes completed. International cruise routes were suspended, and Shanghai cruise ports achieved "zero input, zero output, zero infection". After the pandemic prevention and control achieved phased results, relevant measures were immediately implemented to relieve difficulties and ensure the resumption of work and production of industry enterprises. Enterprises were assisted to enjoy tax reductions and exemptions.
While strengthening pandemic control, the Shanghai Municipal Transport Commission adhered to planning guidance and effective implementation, and major strategic planning and transportation engineering construction were vigorously promoted. Under the guidance of the Ministry of Transport and with the joint efforts of relevant departments and units, the Shanghai Municipal Party Committee and Municipal Government reviewed and approved the "Shanghai Plan for Building a Transportation Power"; the "14th Five-Year Plan" formed phased results. In 2020, there were 57 major transportation projects in the city, with an investment of 61.176 billion yuan, exceeding the target by 11.2%, and the construction tasks of major projects were overfulfilled; Qingpu, Jiading, Songjiang, Jinshan and other districts actively promoted related work, and the provincial boundary dead-end roads Chengbei Road, Donghang Road, and Yexin Highway were completed and opened to traffic. All 9 provincial boundary toll stations in the city were canceled. The Yangtze River Delta transportation integration development was deeply promoted. At the same time, the transportation support for the Third China International Import Expo was successfully completed.
The Shanghai Municipal Transport Commission adhered to strengthening functions and improving capacity, and Shanghai International Shipping Center was basically completed. The container throughput of Shanghai Port reached 43.5 million TEUs, a new historical high. Airport cargo and mail throughput and passenger throughput continued to maintain world leadership. The status of a world-class sea and air hub continues to be consolidated. High-grade inland waterways such as the eastern section of Zhaojiaogou and the Xuanqiao section of the second phase of Dalu Line were completed. Shanghai's collection and distribution system has been continuously improved. As an important part of the construction of Shanghai International Shipping Center, the level of modern shipping services has been continuously improved. In 2020, the "Shanghai Export Containerized Freight Index" was officially released.
In accordance with the requirements of the Shanghai Municipal Party Committee and Municipal Government of "people's city for the people", the Shanghai Municipal Transport Commission adhered to people-oriented and public transport priority, and the quality of urban transportation services continued to improve. The attractiveness of public transport continued to increase. The public transport passenger volume was 4.23 billion person-times, of which rail transit accounted for 66.9%. A total of 96 congestion node improvement projects were completed throughout the year. 100 boutique demonstration roads were created; 600 kilometers of rural roads were upgraded and transformed. The level of road traffic services in Shanghai has been continuously improved.
The Shanghai Municipal Transport Commission adhered to deepening reform and optimizing the business environment, and the development momentum of the transportation industry was continuously stimulated. Last year, the reform of comprehensive administrative law enforcement in Shanghai's transportation continued to advance. Comprehensive law enforcement of water and land transportation was implemented, and the reforms in 9 suburban districts were basically in place. The reform of the administrative approval system was continuously deepened, with 79 items delegated to the Lingang New Area, 12 items to Pudong New Area, and 2 items to Zhangjiang. At the same time, reforms in key industries were continuously deepened. Legal guarantees were more robust, and 24,000 cases of various traffic violations were investigated and dealt with throughout the year.
Shanghai's transportation industry adhered to innovation-driven and sustainable development, and accelerated the construction of smart and green transportation. Yangshan Port's autonomous container truck transportation completed 20,000 TEUs. "Shencheng Travel" and "Shanghai Parking" were launched for trial operation, making citizens' travel smoother and more convenient. All buses in the built-up areas of the city were replaced with new energy vehicles, and Shanghai's green transportation construction has achieved remarkable results.
The Shanghai Municipal Transport Commission adhered to the safety bottom line and built a solid safety defense line. In 2020, we continuously improved the safety management system. The list-based management of safety production responsibilities was implemented. All node tasks of the three-year action plan for special rectification of safety production were completed throughout the year. The foundation for industry stability continued to be consolidated.
In terms of team building, adhering to political construction as the guide and comprehensively strictly governing the Party, Party building and team building have been continuously strengthened. Political construction has been continuously strengthened. Comprehensively strictly governing the Party has been deeply promoted. Efforts to select and train industry talents have been increased.
This year marks the 100th anniversary of the founding of the Communist Party of China and the first year of implementing the "14th Five-Year Plan".

Focus on the following nine aspects of work:
(1) Guided by the construction of Shanghai as a strong transportation city and the "five new cities", outline a new blueprint for the comprehensive transportation system. Implement the "Shanghai Plan for Building a Transportation Power" from a high starting point, and promote the implementation of various key tasks of the "Shanghai Plan for Building a Transportation Power". Formulate strategic plans with high standards. Compile and release major transportation strategies and plans such as the "Shanghai Comprehensive Transportation 14th Five-Year Plan", the "14th Five-Year Plan for Enhancing the Capacity of Shanghai International Shipping Center", and a new round of the "Shanghai Transportation Development White Paper". Compile comprehensive transportation plans for new cities. Promote major engineering construction with high quality. In 2021, there are 50 official major transportation projects and 21 preparatory projects, with an annual planned investment of 61 billion yuan, accounting for about 35.2% of the city's major projects. Accelerate the construction of transportation projects in the "five new cities", promote projects such as the Jiamin Line of the municipal railway and the west extension of Songze Elevated Road, and promote the construction of Songjiang Hub in conjunction with the Shanghai-Suzhou-Huzhou Railway. Start construction of rail transit lines such as the west extension of Line 13, the first phase of Line 21, and the first phase of Line 23, and complete 60 kilometers of rail transit lines including Line 14 and part of the first phase of Line 18. Strengthen preliminary work on projects such as the two-port express line, and strive to start construction within the year. Open 6 district-to-district connecting roads. Provide high-level transportation support for major events and festivals such as the Flower Expo, Import Expo, and Spring Festival travel rush.
(2) Taking higher-quality integrated transportation development as the lead, guide the new integration of the Yangtze River Delta world-class city cluster. Build an integrated facility network. Accelerate the preliminary work of the North沿江 Railway and the Shanghai-Zhapu-Hangzhou Railway. Start construction of the Shanghai-Hangzhou Passenger Dedicated Line Shanghai South Connecting Line. Continue to promote projects such as the Shanghai-Suzhou-Huzhou Railway, the second phase of the Shanghai-Nantong Railway, the third phase expansion of Pudong Airport, the Pingshen Line, and the second phase of the Dalu Line. Promote the completion and opening to traffic of three provincial boundary dead-end roads including Fuxing Road. Improve integrated travel services. Improve the quality of adjacent bus passenger services. Promote the integrated development of municipal lines and intercity railways in nearby Shanghai areas. Strengthen integrated collaborative governance. Compile and form the "Yangtze River Delta Provincial Adjacent Bus Operation Service Specifications" and "Municipal Rapid Rail Transit Passenger Service Specifications". Strengthen joint law enforcement in transportation.
(3) With strengthening global resource allocation capacity as the core, achieve a new start for the construction of Shanghai International Shipping Center. Build a world-class port cluster in the Yangtze River Delta. Promote the integration of port administration, navigation administration, maritime affairs, and port management in the Yangtze River Delta. Support market entities to jointly build a globally radiating shipping hub with capital as the link. Build a world-class sea and air hub. Accelerate the construction of Pudong Comprehensive Transportation Hub. Build sea access channels such as the Dalu Line and promote river-sea direct transportation. Build Shanghai's modern shipping service system. Hold the first North Bund International Shipping Forum. Promote the listing of shipping freight index futures products. Build Shanghai's shipping tourism culture. Promote the world-class tourism boutique project of Huangpu River cruises.
(4) Focusing on optimizing and improving the "two networks", open a new chapter in the construction of a "transit metropolis". Improve the capacity and efficiency of rail transit. Implement capacity expansion and transformation of Lines 3 and 4. Plan to increase capacity by more than 3% for the year. Improve the quality of ground public transport. Promote the construction of backbone public transport corridors such as the North Horizontal Channel. Promote the planning and construction of medium-capacity lines in new cities.
(5) With the implementation of special improvement actions as the starting point, promote road quality and operational efficiency to a new level. Improve road traffic operational efficiency. Promote 50 "congestion relief" projects and 25 slow traffic improvement projects, promote the comprehensive treatment of parking difficulties as a people's livelihood project, and start construction of 4,000 public parking spaces. Improve the quality and function of road facilities. Promote the creation of 50 boutique demonstration roads.
(6) Focusing on optimizing the business environment and reforming key industries, promote new progress in industry reform. Promote the construction of a law-based government department. Promote the revision of regulations such as the "Shanghai Taxi Management Regulations". Deepen the reform of the administrative approval system. Promote the two municipal key "one thing" items of "general project road excavation construction" and "ship departure", and optimize and reengineer business processes. Deepen reforms in key industries. Formulate and implement a new round of ground public transport industry reform plan. Promote the integrated development of cruise taxis and ride-hailing vehicles. Standardize the development of freight network platforms. Continue to deepen the reform of the rural road management and maintenance system.
(7) Taking urban digital transformation as an opportunity, take new steps in the development of smart and green transportation. Accelerate transportation digital transformation. Continue to promote the demonstration operation of autonomous container trucks at Yangshan Port. Accelerate the pilot demonstration projects of smart expressways such as G50, G60, G15, and S32. Promote the adjustment of transportation structure. Encourage and guide green transportation travel, and vigorously develop multimodal transport. Strengthen energy structure adjustment and pollution control. All newly added and updated buses and logistics distribution vehicles will be new energy vehicles. Pilot application of fuel cell vehicles in specific areas.
(8) With the key of coordinating pandemic prevention and control and safety production, enhance the new resilience of the comprehensive transportation system. Pay close attention to normalized pandemic prevention and control. Strictly prevent overseas pandemic input. Strictly and meticulously implement pandemic prevention and control at transportation hub stations and on transportation vehicles. Strengthen risk control and hidden danger management. Improve the safety production risk management information platform. Promote the completion of the three-year action tasks for special rectification of safety production. Consolidate the foundation for industry stability. Improve the ability and level of resolving petition conflicts. Strengthen public opinion guidance and social publicity, and create a good development environment.
(9) With strengthening Party building and team building as the guarantee, stimulate new vitality in the cadre team. Solidly promote comprehensive strict governance of the Party. Organize and carry out a series of themed activities for the 100th anniversary of the founding of the Party. Carry out the project of cultivating advanced models, and cultivate and commend a group of "transportation pioneers". Strengthen the construction of cadres and talent teams. Strengthen the construction of the seven capabilities of cadres, especially young cadres, and coordinate the promotion of the construction of high-level talents and urgently needed talents in the transportation industry.
