Recently, the Zhejiang Provincial Government convened a provincial meeting on comprehensive transportation work. Vice Governor Liu Xiaotao called for focused efforts on planning, getting off to a good start, and overall coordination, to fully unleash a surge in transportation investment and major project construction, and to celebrate the 100th anniversary of the founding of the Party with outstanding transportation results.

Liu Xiaotao fully affirmed the achievements of the province's transportation system since last year. He stated that all localities should immediately clarify task assignments, thoroughly plan and substantively advance "14th Five-Year Plan" development, implement each item in detail, and give full play to the driving role of transportation investment; centering on the goals of "striving to complete 330 billion yuan this year, ensuring that transportation investment grows faster than the province's fixed asset investment growth rate, and ensuring that highway and waterway investment ranks among the top in the country," a comprehensive upsurge in investment and construction should be set off.

Liu Xiaotao pointed out that project breakthroughs should be advanced: securing the launch of new projects, accelerating the progress of ongoing projects, and building reserves of preliminary projects; continuing to carry out the battle for major projects, focusing on the "top ten breakthrough projects," resolving firmly, keeping a close watch, and achieving breakthroughs; accelerating institutional breakthroughs, continuing to deepen transportation investment and financing reform, and promptly studying and issuing investment and financing policies for airport construction; strengthening factor guarantees, increasing support in areas such as funding commitment approval procedures, bond quota support, and project land supply, and working together at the provincial, municipal, and county levels to advance and implement transportation projects well.

In the first quarter of this year, Zhejiang Province completed approximately 67.4 billion yuan in comprehensive transportation investment, up 45% year-on-year from 2020 and up 15% from the same period in 2019. Next, Zhejiang transportation will focus on establishing a preliminary work system, with emphasis on advancing work related to 27 new projects and 99 ongoing projects; with major projects as the focus, comprehensively creating a "Version 2.0 of Three Services" serving enterprises, the public, and the grassroots; integrating transportation digital reform to create a "Version 2.0 Combat Command System"; further improving the first batch of pilot systems for building a transportation powerhouse, strictly implementing the responsible-person system for pilot projects and annual work tasks, promptly sorting out landmark achievements, and continuously iterating and enriching pilot work.
