Recently, the official website of the Guangdong Provincial Development and Reform Commission published the "Guangdong Province 2021 Key Construction Project Plan" (hereinafter referred to as the "Project Plan"). In 2021, Guangdong Province has arranged a total of 1,395 key construction projects, with a total investment of 7.28 trillion yuan and an annual planned investment of 800 billion yuan. It has also arranged 1,015 provincial key construction preliminary projects to carry out preliminary work, with an estimated total investment of 4.7 trillion yuan.

　　After review, it was found that in the "Project Plan", Jiangmen City has 93 projects selected as 2021 Guangdong Provincial Key Construction Projects, with a total investment of over 320 billion yuan. Jiangmen has a total of 34 projects included in the 2021 Guangdong Provincial Key Construction Preliminary Project Plan, with an estimated total investment of 60 billion yuan.

　　Multiple "star projects" in Jiangmen selected

　　Under the historical opportunity of the "dual zones" construction, Jiangmen is mobilizing the whole city, participating in all areas, and giving full support. This "Project Plan" also shows that Jiangmen is making comprehensive efforts. Recently, it was learned that Jiangmen has 23 infrastructure projects included in the 2021 provincial key project plan, with a total investment of 119.7 billion yuan and an annual investment plan of 11.6 billion yuan for 2021.

　　Among them, the supporting infrastructure project of the Jiangmen Neutrino Experiment Station, with an investment of 450 million yuan, will build an underground experiment hall and a ground office building, with a construction area of 13,000 square meters. This year, civil engineering and equipment installation will be completed.

　　In terms of expressways, the Jiangmen section of the Huangmaohai Cross-Sea Channel, the Jiangmen section of the Zhongshan-Kaiping Expressway, the Jiangmen section of the reconstruction and expansion project of the Shenzhen-Cenxi Expressway from Xinlong in Zhongshan to Longwan in Jiangmen, the Jiangmen Yinzhu Lake Expressway Project, and the reconstruction and expansion project of the Shenzhen-Cenxi Expressway from Longwan to Gonghe in Jiangmen are also entering an accelerated construction period this year.

　　In terms of railway projects, the Shenzhen-Jiangmen Railway, the Jiangmen section of the newly built Zhuhai-Zhaoqing High-Speed Railway from Jiangmen to the Pearl River Delta Hub Airport, the Zhuhai-Jiangmen section of the Zhuhai-Zhaoqing High-Speed Railway, and the Jiangmen section of the Guangzhou Nansha Port Railway are also in the plan. Among them, the Zhuhai-Jiangmen section of the Zhuhai-Zhaoqing High-Speed Railway has a total length of 19 kilometers and will start construction this year.

　　In addition, Jiangmen has 55 industrial engineering projects included in the 2021 provincial key project plan, accounting for more than half, and multiple "star projects" in Jiangmen are selected. For example, the Jiangmen Umicore New Energy Vehicle Lithium Battery Materials Project will invest 500 million yuan this year to carry out civil engineering and equipment installation; the Jiangmen Elec & Eltek 5G Communication Expansion Project with a total investment of over 2 billion yuan will accelerate civil engineering construction this year; the Jiangmen Johnson Electric Industrial City Project with a total investment of 3 billion yuan will invest 500 million yuan this year for civil engineering and equipment installation; and the Jiangmen Dachangjiang Group Intelligent Manufacturing and Overall Relocation and Transformation Project with a total investment of 3.2 billion yuan will also carry out civil construction this year.

　　Jiangmen also has 15 livelihood security projects included in this plan, including the new campus construction project of Jiangmen Peiying Senior High School, the infrastructure construction project of Jiangmen No.1 Middle School, the Jiangmen campus of Guangzhou Huashang Vocational College, the construction project of Huali College of Guangdong University of Technology (Jiangmen Campus), the new campus construction project of Jiangmen Central Hospital, and the Chikan Ancient Town Overseas Chinese Cultural Exhibition Tourism Project, etc.

　　Accelerating project construction

　　Projects are the carrier and support of development and the lifeline of economic work. Last year, Jiangmen carried out the "investment as the hero" activity, established the Municipal Major Engineering Construction Project General Command, 15 special commands, and a stable investment task force, established a fund coordination mechanism for major projects and major platform construction, issued several work measures to stabilize investment, and held concentrated project commencement (production) activities for key projects every quarter. A total of 213 projects with investments exceeding 100 million yuan were promoted to start construction, with a total investment of 155.6 billion yuan. Provincial and municipal key projects completed 131% and 123% of the annual investment plan, respectively.

　　This year, Jiangmen will continue to take promoting project construction and expanding effective investment as the "ballast" and "jack" for stabilizing the economic fundamentals, and strive to seize every minute to grasp preliminary work, bidding, and commencement of project construction.

　　The plan for the year lies in spring. On March 8, Jiangmen held the concentrated commencement (production) activity for major projects in the first quarter of 2021. A total of 128 major projects in the city were concentratedly started (put into production), with a total investment of 72.84 billion yuan. Standing at a new historical starting point and facing the era mission of multiple strategic overlaps, holding the concentrated commencement (production) activity for major projects in the first quarter of this year is an important measure for Jiangmen to unswervingly follow the path of industry-based city and manufacturing-strong city and accelerate the commencement and production of investment projects. At present, all key projects in Jiangmen are seizing favorable opportunities, accelerating construction, making a good start and taking good steps, and opening a new chapter in the "14th Five-Year Plan".

　　"The Jiangmen project has a total planned investment of 600 million yuan and a total construction area of about 140,000 square meters. It is planned to be built into an industrial park integrating office buildings, production bases, and living facilities. The first phase is about 50,000 square meters and will produce products such as 4K TVs and gaming monitors. Now, we are stepping up construction, striving to complete and put into production within 18 months. The first phase output value is expected to reach 500 million yuan, and the annual output value after full production is expected to be 1.7 billion yuan," said Huang Quansheng, vice chairman of Daoxing Group. He hopes that after the completion of the Daoxing Intelligent Technology Industrial Park project, as a leading representative of the ultra-high-definition video and laser industries, it will contribute to the development of Jiangmen's scientific research technology, talent education, economic industry, and social environment, promote the clustered development of the industrial chain, thereby enhancing market competitiveness and helping Jiangmen move towards a new journey of "intelligent manufacturing".
