Since the beginning of this year, Guangzhou has, with the drive of "seizing the day and seizing the hour," intensified efforts to attract projects, promote commencement, and stabilize investment, striving to secure a "good start" for key project construction. In the first quarter, the city started 258 projects in total, with a total investment of 300.8 billion yuan and an annual planned investment of 69.2 billion yuan. A number of landmark projects have smoothly commenced construction.
 

　　10-Billion-Level Cold Chain Project Helps Guangzhou Build an International Logistics Center

　　The Yuhu International Cold Chain Project, highlighted as the Guangzhou sub-venue this time, consists of two parts: the Yuhu Cold Chain Market Trading Center and the Headquarters Base, with a total investment of 12 billion yuan.

　　Among them, the Yuhu Cold Chain Market Trading Center is located on the south side of the intersection of Shanqian Tourism Avenue and Daguang Expressway in Huadong Town, Huadu District, Guangzhou. It covers an area of 208,000 square meters and has a construction area of 450,000 square meters. It is planned to build a cold storage facility of over 150,000 tons (covering all temperature zones, including ultra-low temperature cold storage at minus 60 degrees Celsius), a smart logistics distribution center, an exhibition and trading area, a comprehensive processing and distribution area, an e-commerce front warehouse, an inspection and quarantine building, office management buildings, and other core functions and living service supporting areas in accordance with international standards. After completion, it will achieve an output value of 2 billion yuan per year and an annual trading volume of over 60 billion yuan.

　　The Headquarters Base project will build the Yuhu Global Food Trading Center, headquarters office building, supply chain finance service center, hotel, cultural and creative commercial street, cultural and tourism office building, etc., with a total construction area of 600,000 square meters. After completion, it will become a new tourism and consumption destination and a new city landmark.

　　Yang Peng, General Manager of Yuhu Cold Chain (Guangzhou) Co., Ltd., introduced that the project requires about two years of construction. After completion, it will achieve full-chain constant-temperature supply and transportation from platform to terminal, thereby creating a new standard for the cold chain supply system.

　　"The Yuhu International Cold Chain Project landed in Huadu, Guangzhou, and it took only one short year from site selection and planning to commencement of construction," said Chen Shaoqun, Chairman of Yuhu Cold Chain (China). As a foreign trade industry with high investment intensity and high technology content, the Yuhu International Cold Chain Project is a typical manifestation of the "dual circulation" strategy. It integrates overseas supply chains to ensure the effective supply of Chinese cold chain food globally, and also integrates domestic supply chains to ensure and enhance the market order and hygiene safety of Chinese cold chain food, effectively empowering all enterprises in the industry from the upstream.

　　After the project is completed, it will greatly enhance the quality and scale of imported and exported food in Guangzhou and even the Greater Bay Area, becoming an important bridge for food import and export trade in the Guangdong-Hong Kong-Macao Greater Bay Area, and helping Guangzhou build an international logistics center with "the highest efficiency, lowest cost, and greatest competitiveness" in the world.

　　Huadu District, where the project is located, has arranged 171 key construction projects under the "storming the fortifications" campaign this year, with a total investment of 275.2 billion yuan. Among them, 22 major projects of Guangdong Province participated in this centralized commencement, covering multiple fields such as the airport-rail integrated headquarters, digital economy, advanced intelligent manufacturing, pharmaceutical industry, beauty industry, modern logistics, green buildings, and livelihood infrastructure.

　　Previously, Huadu District had introduced JD Group and Deppon Express headquarters. The official commencement of the Yuhu International Cold Chain Project will further promote the clustered development of the logistics industry and accelerate the district's transformation from an "airport-rail hub" to an "economic hub."

　　Centralized Commencement Projects Include Phase II of Beijing Road Pedestrian Street Renovation and Upgrade

　　In the first quarter of this year, Guangzhou's centralized commencement projects covered three main categories: infrastructure projects, industrial construction projects, and social livelihood projects.

　　Among them, 52 infrastructure projects started, with a total investment of 45.1 billion yuan, consolidating the foundation of transportation and "new infrastructure" and strongly supporting high-quality economic and social development.

　　In terms of transportation infrastructure, a number of projects such as the Huadu-Conghua section of the Guangzhou-Lianzhou Expressway and the Guangzhou-Foshan Bridge System Project (Phase I) started as scheduled. The Huadu-Conghua section of the Guangzhou-Lianzhou Expressway starts from Zhuhu Village, Huadong Town, Huadu District, and ends at Wufeng Village, Aotou Town, Conghua District, connecting to the Guangzhou-Conghua-Qingyuan-Lianzhou Expressway, with a total length of about 18.7 kilometers. It aims to be completed and open to traffic by the end of 2022. This project is of great significance for improving the provincial expressway network plan, adding a convenient channel for the collection and distribution system north of Guangzhou Baiyun Airport, promoting the integrated development of Guangzhou and Qingyuan, and achieving complementary advantages and common development between northern Guangdong and the Pearl River Delta.

　　The Guangzhou-Foshan Bridge System Project (Phase I) starts from Jianshe Avenue in Nanhai District, Foshan City in the west, crosses the Baisha River, and connects to Datansha Island in the east. The design speed is 60 km/h, and the route length is about 1.3 kilometers. As an important project to open up the passage between Jinshazhou and Datansha Island, it will effectively alleviate travel difficulties in the area, improve the regional road network, connect traffic on both sides of the Pearl River, and accelerate the full-scale integration of Guangzhou and Foshan.

　　The Baiyun Avenue Underpass Tunnel Project starts from the west gate of Baiyun Mountain in the north and ends at Yuncheng Middle 1st Road in the south, with a total length of 1.54 kilometers. It will further optimize the north-south through traffic in Baiyun and meet the needs of road network optimization and improvement in the area. In terms of "new infrastructure," new infrastructure projects such as the Tiansheng Big Data Center, 5G RF Filter Phase II, and Baiyun Lake Digital Technology City have started construction. Among them, the Tiansheng Big Data Center project covers an area of 35,000 square meters, with a total investment of 1.56 billion yuan. It plans to build 12,000 data racks and apply new-generation AI technologies such as the Internet of Things, cloud computing, big data, spatial geographic information integration, and next-generation cloud storage systems to help industrial transformation and upgrading.

　　In terms of industrial construction projects, 168 projects started, with a total investment of 234.5 billion yuan, leveraging the driving role of leading enterprises to boost industrial cluster development.

　　In addition to the Yuhu International Cold Chain Project highlighted as the Guangzhou sub-venue this time, in early March this year, the Guangzhou Hydrogen Fuel Cell System Production and Sales Base of Hyundai Motor Group, a Fortune Global 500 company, located in the development zone, officially started construction.

　　The project covers an area of 207,000 square meters. As China's first large-scale dedicated factory for hydrogen fuel cell system production, it will build a comprehensive base including a hydrogen fuel cell stack factory, a hydrogen fuel cell system production factory, an R&D center, and an innovation center, with a planned annual production capacity of 6,500 hydrogen fuel cell systems, thereby leading and driving the great development of Guangzhou's hydrogen energy industry.

　　The Artificial Intelligence and Digital Economy Pilot Zone is equally full of highlights. In the Pazhou core area, projects such as the Guangdong Port and Shipping Headquarters Economic Building and the 37 Interactive Entertainment Guangzhou Headquarters Building have started construction one after another; in the International Financial City area, seven key projects including the China Life Southern Financial Center and the Guangdong Nanyue Bank Financial Building have started construction in a centralized manner.

　　Social livelihood projects are where the people's sense of gain lies. In the first quarter, Guangzhou started 38 social livelihood projects in a centralized manner, with a total investment of 21.2 billion yuan, vigorously promoting the development of education, culture, and health undertakings.

　　Among them, the Zengcheng School of the Affiliated High School of South China Normal University, located in Lihu New Town, Zengcheng District, covers an area of 105,000 square meters. After completion, the recent enrollment scale will be 30 primary school classes and 24 middle school classes, and the long-term scale will reach 36 primary school classes and 48 middle school classes, providing more than 4,000 high-quality school places; the Nansha School affiliated to Guangdong University of Foreign Studies is designed and built according to the national first-class standards, and plans to open kindergarten, primary school, junior high school, senior high school, and international high school departments, which can accommodate no less than 5,000 students.

　　The second phase of the Lingnan Hospital of the Third Affiliated Hospital of Sun Yat-sen University is located south of Kaichuang Avenue in Huangpu District. It will build a physical examination center, a brain disease center, a surgical comprehensive building, a clinical research and translation center, etc. After completion, it will add 900 beds.

　　The "Guangdong-Hong Kong-Macao Greater Bay Area Life and Health Industry Innovation Zone" project in Yuexiu District gathers high-quality life and health resources such as the First Affiliated Hospital of Sun Yat-sen University, the upgrading and renovation project of the Provincial People's Hospital, the Guangzhou Innovative Drug Clinical Trial Service Center, and the National Smart Health and Elderly Care Demonstration Base, forming a collaborative development axis for the life and health industry.

　　Beijing Road Pedestrian Street is one of the first batch of "National Demonstration Pedestrian Streets" pilot projects of the Ministry of Commerce. On the basis of high-quality completion of the first phase of the project, the second phase will further renovate and upgrade the area of about 1.7 square kilometers, bounded by Wenming Road and Danan Road in the north, Yanjiang Road in the south, Wende Road in the east, and Jiefang Road in the west, to create the "most Cantonese" world-class classic cultural and tourism route of "stroll along Beijing Road, tour the Pearl River," and reproduce the landscape city scroll of Guangzhou's "six veins all connect to the sea, green mountains half enter the city."
