Since the beginning of the year, Jilin City has actively coordinated epidemic prevention and control with economic and social development. Local authorities have planned scientifically and arranged work procedures reasonably. Currently, 45 projects across the city have resumed or started construction, with a total investment of 27.7 billion yuan. The city has confirmed 209 projects for the spring "Three Earlys" initiative, up 24.4% year on year, with an annual planned investment of 23.3 billion yuan, up 35.6% year on year.

　　Shortly after the Spring Festival, the main leaders of the Jilin City Government led a team to the construction sites of projects including Jilin Jianlong's 1.5-million-ton coking and power generation project, the China Jilin National Carbon Fiber Industrial Park, Jilin Chemical Fiber's expansion of a 300-ton high-performance carbon fiber carbonization production line, and Wanrong Crop Technology's annual production of 60,000 tons of pesticide formulations, to learn about investment scale, construction progress, market benefits and other conditions.

　　Targeting the "Four-Six-Four-Five" development strategy to be key implemented during the "14th Five-Year Plan" period, Jilin City is carrying out project construction around the "six major industrial clusters" of tourism and culture, fine chemicals, advanced materials, equipment manufacturing, intensive processing of agricultural and livestock products, and biology. The city scientifically summarizes the experience of non-stop construction in winter and early starts in spring, strengthens publicity and promotion, and helps project implementation entities extend construction periods and save financial costs; it grasps important time nodes and, on the premise of ensuring construction safety and engineering quality, races against time and schedule to ensure projects are completed, put into operation and effective as early as possible.

　　This year, Jilin High-tech Zone is advancing four local government special bond projects in the Gaoxin North District: the Sino-German Industrial Park, the New Energy Vehicle Industrial Park, the Convention and Exhibition Center, and the Military-Civilian Integration Industrial Park, with 2.145 billion yuan of supporting funds in place.

　　At the construction site of the Convention and Exhibition Center project, the reporter saw that nearly 30,000 square meters of site had been leveled, and more than 2,000 pipe piles had all been driven underground. According to relevant leaders of the Jilin High-tech Zone Management Committee, to ensure project progress, the project's construction, contracting, supervision and other units overcame the difficulties brought by severe cold and entered the site for construction ahead of schedule.

　　At the construction site of the New Energy Vehicle Industrial Park project, project manager Meng Weixin pointed to a pile driver not far away and said that static pressure piles for the dormitory building were being driven, with more than 10 already completed. This is also preparation for the "Three Earlys" project to start construction at the end of March, aiming to finish driving all more than 800 piles in this office area as soon as possible.

　　In the North District of Jilin Economic Development Zone, the main factory building and production equipment of Jilin Changyuan Technology Co., Ltd.'s annual production of 4,600 tons of chemical additives project have been installed in place simultaneously, and production is expected to begin after successful trial operation in March. The company has mastered production technology for acrylic acid and related industry chemical additives. Its products are mainly used in the production and storage of easily polymerizable petrochemical products, as well as in pharmaceutical and dye synthesis and other production fields. After the annual production of 4,600 tons of chemical additives project is completed and put into operation, it can achieve an annual output value of 300 million yuan and pay 20 million yuan in taxes, effectively alleviating the shortage of high-quality chemical additive products in China, with broad market prospects.

　　It is reported that this year Jilin City will carry out project construction around the implementation of the "Four-Six-Four-Five" development strategy and 13 industrial chains, planning to implement 393 key projects with investment of more than 50 million yuan, up 28.9% from the previous year, of which industrial projects account for 43.5%, 7.5 percentage points higher than the previous year.
