Recently, at the construction site of the Beijing Construction Engineering Group new materials project, a provincial key project in the Yutian Economic Development Zone, large equipment was operating in an orderly manner amid the roar of machinery, and construction workers were stepping up work while maintaining epidemic prevention and control, creating a bustling scene.

　　“Through parallel processing, all procedures took only three months to complete. The Beijing Construction Engineering Group project has set a new ‘Yutian speed’ for key project construction!” Pointing to the newly installed concrete mixing equipment at the construction site, Gao Chunlei, director of the Key Project Office, said that after the project is completed, it is expected to achieve an annual output value of 800 million yuan and tax revenue of more than 50 million yuan, which will strongly promote the high-end, green and cluster development of the county's prefabricated housing industry.

　　To ensure that key projects land, start construction and go into production as early as possible, Yutian County has formulated a “five major gift packages” to address bottleneck problems in key project approval procedures, construction funds and construction progress. It has established a special task force for breaking bottlenecks in key projects led by county-level leaders, set up a key project database, focused on the county's four leading industries, developed strategic emerging industries, modern service industries and agricultural product processing industries, and given priority support to investment projects by central enterprises, state-owned enterprises and high-quality private enterprises. The county also gives priority to land use quotas for key projects, handles project land planning permits, construction permits and other procedures in a “parallel” manner, opens “green channels” and minimizes approval time. The successful settlement of the Beijing Construction Engineering Group this time is another achievement of the county in breaking bottlenecks in key project construction.

　　“Since the project was signed, dedicated agents have handled all project procedures on behalf of the company throughout the process and also helped us obtain provincial key project status. At present, the first phase of the project is expected to start trial production in May this year and go into production by the end of the year.” The smooth settlement and accelerated construction of the enterprise are all due to Yutian County's favorable business environment and “nanny-style” full-process services, said project manager Yang Liu, revealing the secret behind the rapid construction of the project.

The new materials production project settled this time involves a total investment of 1.15 billion yuan and is divided into three phases: a production base for prefabricated building component products, production of high-performance glass fiber reinforced plastic doors and windows, and planning and construction of a green building industrial park.

　　In 2021, Yutian County accelerated the advancement of key projects, completed the sorting of a key project database of “continued, newly started and preliminary” projects, dynamically tracked the 25 key projects included in the database, implemented systems such as leadership liaison, regular scheduling and on-site office work, and advanced project commencement and construction in a compressed and orderly manner, using wall charts and reverse schedules.

　　“Next, we will continue to optimize services, take the initiative and solve problems, and make every effort to accelerate, improve and increase the efficiency of project construction. In the near future, we will also hold a centralized commencement ceremony for 11 projects in the first quarter, covering prefabricated buildings, modern service industries, livelihood projects and other fields, ensuring that the commencement rate in the first quarter reaches more than 65%, all projects start construction in the second quarter, and ensuring a good start in the first year of the ‘14th Five-Year Plan’.” Speaking about this year's plans, Gao Chunlei was full of confidence.
