It will accelerate the construction of projects such as the relocation and reconstruction of the Municipal Central Hospital, the Public Health Medical Center, and the relocation and reconstruction (Phase I) of the Cancer Hospital Affiliated to Shantou University Medical College, and strive to complete projects such as the relocation and expansion of the Municipal Traditional Chinese Medicine Hospital and the relocation and expansion of the Maternal and Child Health Hospital within the year, effectively enhancing Shantou's basic medical and public health service supply capacity and building a regional medical highland. It will accelerate the advancement of projects such as the Phase II campus (South Campus) of Guangdong Technion-Israel Institute of Technology and the East Campus of Shantou University, and strive to complete projects such as Shantou Health Nursing College (Phase II) and the National Demonstration High School and International School (National Demonstration High School portion) in the Shantou Overseas Chinese Experimental Zone within the year, effectively consolidating the foundation for the development of higher education, vocational education, and basic education in Shantou and building a regional education highland.

Shantou will focus on building a modern industrial system, strive to advance projects in electronic information, biomedicine, high-end equipment manufacturing, new materials, headquarters economy, commerce and trade logistics, and other fields, and promote the upgrading of the industrial base and the modernization of industrial chains. It will accelerate the construction of key industrial projects such as the East Guangdong Jiangnan International Agricultural Products Trading Center, Tianhuan Cold Chain Logistics Warehousing, the Industrialization of New Special Printed Circuit Boards (Phase I) Construction Project, Lishan Intelligent Manufacturing (Chenghai) Park, BYD Intelligent Terminal Parts Production, the general factory buildings of Shantou Liuhe Modern Industrial Demonstration Zone, as well as Taisheng Science and Technology Innovation Park, Mingyuan Shantou International Science and Technology Innovation Financial City, Chaoshan Merchants Center Building, Shantou China Resources Center, and East Guangdong Greenland Center, building a modern industrial system centered on 8 key manufacturing industries and supported by modern service industries, cultural tourism industries, and modern agriculture.
