Recently, at the Shandong Provincial Capital Economic Circle "One Circle, One City, Joint Construction and Sharing" Promotion Meeting and the Second Joint Conference, it was learned that during the "14th Five-Year Plan" period, the Shandong Provincial Capital Economic Circle will implement 110 major transportation engineering projects, connecting north to the Beijing-Tianjin-Hebei region and directly to Hebei's Xiong'an New Area, south to the Yangtze River Delta, and east-west across the Shandong Peninsula and the Central Plains Economic Zone, with a total investment of 790 billion yuan.

　　One-hour high-speed rail commuting within the circle

　　The Shandong Provincial Capital Economic Circle is centered on Jinan and consists of the six surrounding cities of Zibo, Tai'an, Liaocheng, Dezhou, Binzhou, and Dongying, located between the two major regional blocks of Beijing-Tianjin-Hebei and the Yangtze River Delta.

　　The Shandong Provincial Capital Economic Circle will build a "one ring, ten radials" high-speed rail network centered on Jinan. It will advance the construction of 9 high-speed rail lines, including Jinan-Zhengzhou, Jinan-Binzhou, and the Beijing-Shanghai auxiliary corridor, adding 840 kilometers of high-speed rail mileage and achieving high-speed rail access in every city; realizing one-hour commuting within the provincial capital economic circle, connecting with the "Zhengzhou—Xi'an—Lanzhou—Xining" high-speed rail to form a "one"-shaped high-speed rail corridor along the Yellow River. The travel time from Jinan to Zhengzhou is expected to be reduced from 4 hours to 1.5 hours.

　　In terms of expressways, the Shandong Provincial Capital Economic Circle will implement the construction and renovation of more than 20 expressways, with a total investment of approximately 280 billion yuan and a total mileage increase of 1,100 kilometers, further opening up the major east-west transportation arteries and advancing the renovation and capacity expansion of "bottleneck roads" at city boundaries.

　　Simultaneous development of air and water to enhance radiation

　　In terms of civil aviation, Shandong will accelerate the second-phase expansion and renovation of Jinan International Airport and promote the planning and construction of 4 civil airports, including Dongying Shengli Airport, and 5 general aviation airports, forming a regional airport group centered on Jinan and radiating across the provincial capital economic circle.

　　Shandong will also accelerate the Xiaoqing River navigation restoration project and port construction, and carry out the renovation and upgrading of Dongying Port, Binzhou Port, and Guangli Port. It plans to build 24 cross-Yellow River bridges and tunnels, including the Jiluo Road Yellow River Crossing Tunnel and the Binzhou Yellow River Bridge. After completion, the number of cross-Yellow River channels in the 7 cities will reach 44, and the number of cross-Yellow River channels in Jinan will double, ranking first among cities along the Yellow River.
