Among them, in terms of coordinated development of Beijing-Tianjin-Hebei, efforts will be made to build platforms such as the Beijing Daxing International Airport Economic Zone, the Beijing-Hebei Caofeidian Coordinated Development Demonstration Zone, the Shijiazhuang-Baoding-Langfang Comprehensive Innovation and Reform Pilot Zone, and the Tongzhou-Wuqing-Langfang Industrial Demonstration Zone, create a batch of pioneering zones for undertaking Beijing-Tianjin industrial transfers, start construction on a batch of landmark undertaking projects, and ensure the achievement of mid-term goals.

Vigorously develop high-tech industries. Targeting five key areas including information intelligence, biomedicine and health, high-end equipment manufacturing, new energy, and new materials, a batch of large and good projects such as the Cainiao China Smart Logistics Network will be advanced to drive the overall leap of high-tech industries through key breakthroughs. Promote the construction of Digital Hebei and accelerate the construction of the Xiong'an Digital Economy Innovation and Development Demonstration Zone. 　　Focusing on improving service quality and efficiency, a batch of modern service industry projects will be advanced. Accelerate the implementation of the opinions on promoting innovative development of modern service industries, vigorously develop modern service industries, promote the extension of producer services towards specialization and high-end value chains, and promote the upgrading of consumer services towards high quality and diversification.

　　Focusing on improving development support capacity, a batch of major infrastructure and livelihood projects will be advanced. Closely around the coordinated development of Beijing-Tianjin-Hebei and the “Belt and Road” initiative, focusing on 20 livelihood projects, optimize functions, fill shortcomings, and enhance infrastructure support capacity. In terms of livelihood, accelerate the construction of medical, educational, and elderly care facilities, advance social undertaking projects such as the branch of the Cancer Hospital of the Chinese Academy of Medical Sciences, the China University of Geosciences Industry-University-Research Science and Innovation Park, and Phase I of the Juyi International Forest Ecological Health Care project; promote the inheritance and utilization of cultural relics and cultural resources in the new era, and do a good job in the planning and construction of the Great Wall and Grand Canal National Cultural Parks (Hebei section).

Following the approach of improving quality, increasing efficiency, and creating brands, vigorously implement the “brand strategy,” leverage regional comparative advantages, strengthen county economic support, and support the development of county-level characteristic industrial clusters. Focus on advancing a batch of county-level characteristic “little giant” projects such as the Nangong Cashmere Base, Wuqiang Wind Instrument Production, Shahe High-Quality Float Glass, Bazhou Food Industrial Park, Nanhe Pet Food Industry Base, and Yongnian High-End Fasteners.

　　In addition, targeting the “blockages,” “difficulties,” and “pain points” in key project construction, the plan further improves coordination mechanisms and innovates service measures from four aspects: organizational support, policy support, factor support, and supervision and implementation, to ensure the smooth construction of key engineering projects in Hebei Province.
