To accelerate the development of Hebei Xiong'an New Area, effectively promote the construction of investment projects, and comprehensively deepen the reform of investment approval for construction projects, this plan is formulated.

　　1. Overall Requirements

　　Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, follow the decisions and arrangements of the CPC Central Committee and the State Council, closely focus on the Beijing-Tianjin-Hebei coordinated development strategy and the functional positioning of Xiong'an New Area, explore reform and innovation of the investment approval system for construction projects, streamline approval items and procedures, improve approval efficiency, build an investment management system with scientific decision-making, clear responsibilities, efficient operation, and adequate supervision, ensure the orderly development of Xiong'an New Area construction, and play an experimental and demonstrative role.

　　2. Pilot Scope

　　Construction projects within the Xiong'an New Area region and major infrastructure construction projects outside the region that serve Xiong'an New Area, such as transportation, water conservancy, and energy.

　　3. Main Measures

　　(1) Delegate approval authority and expand the autonomy of Xiong'an New Area in approval.

　　For domestic and foreign investment projects constructed within the Xiong'an New Area region, matters subject to national-level approval shall, in accordance with the requirements of the "streamlining administration, delegating powers, improving regulation, and optimizing services" reform, be continuously and timely delegated or entrusted to Xiong'an New Area for approval and management, and online approval shall be realized through "Internet + Government Services." For matters subject to provincial-level approval, except those explicitly required by the state to be approved by the provincial government, those requiring balance of factor conditions at or above the provincial level, and cross-regional (cross-basin) infrastructure projects, all shall be delegated or entrusted to Xiong'an New Area for approval and management, and online approval shall be conducted through the online approval and supervision platform for investment projects.

　　(2) Implement approval system reform and improve the level of scientific decision-making.

　　1. For government investment projects within the Xiong'an New Area region, under the premise of completing preliminary work, the Xiong'an New Area Management Committee shall convene a meeting to collectively review qualified projects, determine the investment project construction plan, and clarify the construction schedule. After the relevant departments issue the project preliminary work letter, design scheme review opinion letter, and construction opinion registration letter respectively in sequence, construction may commence.

　　2. For enterprise investment projects subject to approval within the Xiong'an New Area region, after the relevant departments issue the project preliminary work letter, design scheme review opinion letter, and construction opinion registration letter respectively in sequence, construction may commence.

　　3. For enterprise investment projects subject to record-filing within the Xiong'an New Area region, the project unit may, in accordance with the pre-announced access standards, make a written commitment to the relevant government departments and then independently carry out design, review, and construction in accordance with laws and regulations; the relevant departments shall no longer approve, implementing "construction before verification."

　　4. For major infrastructure construction projects outside the region that serve Xiong'an New Area, such as transportation, water conservancy, and energy, under the premise of completing preliminary work, the provincial government shall convene a meeting to collectively review qualified projects, determine the investment project construction plan, and clarify the construction schedule. After the relevant departments issue the project preliminary work letter, design scheme review opinion letter, and construction opinion registration letter respectively in sequence, construction may commence.

　　(3) Strengthen planning and standard constraints and cancel some assessment and approval matters.

　　1. For assessments and reviews of impacts on meteorology, mineral resources under pressure, earthquake safety, transportation, water affairs, cultural relics, etc., conducted during the regulatory detailed planning stage and land consolidation and reserve stage within Xiong'an New Area, and for which the relevant departments have issued opinions, the assessment and review for individual projects shall be canceled.

　　2. For construction projects that comply with the environmental impact assessment report and review opinions of the Xiong'an New Area master plan, implement differentiated list-based management; projects included in the positive list shall be subject to record-filing of environmental impact assessment documents and shall no longer be subject to approval.

　　3. For projects that comply with the green city standards of Xiong'an New Area, cancel energy conservation assessment and review.

　　(4) Simplify approval procedures and streamline approval processes.

　　1. Simplify preliminary work procedures for construction projects. For government investment projects within the Xiong'an New Area region, according to the investment project construction plan determined by the Xiong'an New Area Management Committee, the relevant departments or institutions of Xiong'an New Area shall, in accordance with approval authority, issue the "Construction Project Preliminary Work Letter" (including bundled projects) to the project unit. The project unit may use this to apply for the construction project site selection opinion, construction project land use pre-examination opinion, organize the preparation of feasibility study reports, environmental impact reports (forms), planning and design schemes, and carry out all preliminary work before project commencement, including survey and design and construction bidding.

　　For major infrastructure construction projects outside the region that serve Xiong'an New Area, such as transportation, water conservancy, and energy, according to the investment project construction plan determined by the provincial government, the relevant departments or institutions shall, in accordance with approval authority, issue the "Construction Project Preliminary Work Letter" (including bundled projects) to the project unit. The project unit may use this to apply for the project site selection opinion, construction project land use pre-examination opinion, organize the preparation of feasibility study reports, environmental impact reports (forms), planning and design schemes, and carry out all preliminary work before project commencement, including survey and design and construction bidding.

　　2. Simplify project initiation and financial review procedures. Merge the approval of project proposals and feasibility study reports. For government investment projects within Xiong'an New Area, merge the approval of preliminary design estimates and budget review.

　　3. Simplify planning permission procedures. The planning committee or planning department and relevant units shall first approve the planning and design scheme and issue a design scheme review opinion letter; the project unit shall use this to handle other approval procedures and organize related work. After the relevant approval and review procedures of other departments are complete, the construction land planning permit and construction project planning permit can be obtained.

　　4. Simplify land use approval procedures. For the conversion of agricultural land and land expropriation involved in urban construction land during the initial construction stage, centralized submission and one-time processing may be adopted; the Xiong'an New Area Management Committee shall, according to construction progress, submit in batches to the provincial government for review and approval before specific implementation, and supply land separately for specific construction projects. If a specific construction project complies with the national catalog of land for allocation, land may be supplied by allocation; if it does not comply, land shall be supplied by paid means.

　　For construction projects with independent site selection, the agricultural land conversion plan, supplementary cultivated land plan, land expropriation plan, and land supply plan shall be submitted to the provincial government or the State Council for approval in accordance with regulations, and then organized and implemented by the Xiong'an New Area Management Committee. For paid use of state-owned land, the land administrative department of the Xiong'an New Area Management Committee shall sign a paid use contract for state-owned land with the land user; for allocated use of state-owned land, the land administrative department of the Xiong'an New Area Management Committee shall issue a state-owned land allocation decision to the land user.

　　5. Simplify construction bidding procedures. In accordance with laws and regulations and under the premise of ensuring the quality of bidding work, the bidder may negotiate with potential bidders to determine the time for preparing bid documents matching the project scale, and the project unit may handle bid opening procedures based on the construction planning and design scheme review opinion.

　　6. Simplify construction approval procedures. After obtaining the construction project design scheme review opinion, the project unit may apply for construction drawing review (combined review of construction drawings and fire protection and civil air defense construction drawings), construction registration, and other procedures. After obtaining land approval procedures and planning confirmation documents, and under the premise of legally determining the construction and supervision units and the construction site meeting construction conditions, the department responsible for construction permit management shall issue a construction opinion registration letter and simultaneously carry out quality supervision and safety supervision work.

　　(5) Innovate approval methods and explore the implementation of a commitment system for relevant matters.

　　For government investment projects and enterprise projects subject to approval within Xiong'an New Area, actively explore the commencement record-filing system and the responsibility system of planning units and architects. For relevant approval processes, also actively explore the commitment system; the relevant administrative competent departments shall inform the project unit at one time of the conditions and standards required, and after the project unit makes a written commitment to implement in accordance with the standards and requirements, it may carry out all implementation work for the applied matters. At the same time, the administrative competent departments shall strengthen supervision over the implementation of the project unit's commitments; for those truly implemented in accordance with standards and requirements, issue licenses or approve.

　　(6) Establish a linkage mechanism and strengthen interim and ex-post supervision.

　　Adhere to the combination of delegation and regulation, establish a coordinated linkage supervision mechanism, implement "double random, one open" supervision, further clarify interim and ex-post supervision measures for administrative approval matters that have been canceled or delegated, ensure supervision is in place and fully covered. At the same time, relying on the "Internet + Government Services" platform and the Xiong'an New Area intelligent service platform, establish the Xiong'an New Area City Information Modeling (CIM) and a three-dimensional construction application platform based on Building Information Modeling (BIM), realize information sharing between approval and supervision, and strengthen coordination and linkage among relevant departments to ensure seamless connection between approval and supervision.

　　Strictly evaluate and review the design of project safety facilities and fire protection facilities in accordance with laws. Strengthen mandatory assessments involving safety, strictly conduct safety pre-evaluation of construction projects, and ensure that safety facilities and fire protection facilities of construction projects in Xiong'an New Area are designed, constructed, and put into production and use simultaneously with the main project.

　　Projects invested and constructed by non-enterprise organizations such as branch offices of enterprises, public institutions, and social organizations in Xiong'an New Area, as well as individuals, may refer to this plan for implementation.
